ERP and management controller activities profile: a stepwise evolution? Anass Mawadia est doctorant en sciences de gestion à l'Université de Montpellier. Chef de projet informatique dans des multinationales pendant une dizaine d'années, ses recherches portent sur l'implémentation de progiciels de gestion intégrée, vecteurs d'innovations managériales.
La médiation est une nouvelle obligation des établissements de santé, même si les autorités de tutelle n’ont pas clarifié la question des moyens. Afin de valoriser la médiation dans un réseau de médiateurs (21 établissements), nous avons utilisé la démarche du Time Driven Activity Based Costing (TDABC) pour élaborer un outil d’évaluation. La recherche intervention a consisté à déployer dans un premier temps une méthodologie adaptée pour la mise en œuvre du TDABC dans l’un des établissements du réseau dont les résultats sont présentés dans ce papier. Le TDABC permet d’obtenir le coût d’un dossier traité en médiation, coût relativement faible au regard des bénéfices rattachables directement ou non à cette mission. Toutefois, le TDABC présente quelques limites notamment l’estimation du temps, principale clé de répartition des ressources consommées. Si la littérature développe l’aspect instrumental du TDABC, les résultats montrent que le TDABC peut jouer un rôle d’objet frontière dans le réseau de médiateurs. Il permet de rendre visible les pratiques informelles et la valeur invisible de la médiation même si cette dernière ne peut être comptée.
Pour contribuer au débat sur le budget, l’étude porte sur 135 PME tunisiennes, peu soumises aux effets de mode managériale. Elle montre que les innovations budgétaires sont en majorité incrémentales et à l’initiative du contrôleur de gestion. Cependant, le soutien du dirigeant-gestionnaire est primordial pour leur adoption. Il est à noter aussi que ces dernières sont essentiellement majeures : la décision d’innover émane ainsi d’un mix de pragmatisme et profil gestionnaire.
