Tujuan Penelitian ini adalah untuk mengetahui dan menganalisis implementasi kebijakan Badan Usaha Milik Desa di Kecamatan Pondidaha Kabupaten Konawe. Penelitian ini merupakan jenis penelitian kualitatif yang dianalisis secara kualitatif pula, pengumpulan data dilakuakn dengan wawancara mendalam dengan informan berjumlah sebanyak 15 orang yang ditentukan secara purposive sampling, kemudian data didukung oleh observasi dan dokumentasi. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan BUMDes di Kecamatan Pondidaha Kabupaten Konawe sudah memberikan pelayanan kebutuhan untuk usaha produktif kepada masyarakat yaitu dalam program BUMDes yaitu usaha simpan pinjam. Selanjutnya Implementasi BUMDes di Kecamatan Pondidaha sudah menciptakan pemerataan kesempatan berusaha, kekurangan dari Implementasi BUMDes di Kecamatan Pondidaha adalah sebagian usaha dari BUMDes hanya sebagai penyedia kebutuhan masyarakat bukan usaha untuk meningkatkan pendapatan masyarakat. This study aimed to find out and analyze program implementation cities without slums in handling slum houses in Kendari, as well as to investigate and analyze what factors influence implementation city programs without slums in handling slum houses in Kendari. The design of research is descriptive qualitative, the technique of determining internal informants this research is using purposive sampling technique and set at 10 informants. The data collection technique used in this study is a technique observation, interviewing techniques, and documentation. Data analysis techniques in this study was a descriptive data analysis technique, through the technical stages of interactive analysis including reduction data, data presentation and conclusion. The results of this study indicated that the implementation of the KOTAKU program in Kendari, which included improved sanitation, repaired to uninhabitable homes and provision Clean water had been running, but it had not been fully implemented according to the target because of it the program is 100-0-100 and the target of free slum in 2019 has not been achieved. Implementation of the KOTAKU program in Kendari was influenced by four factors which included Communication, Disposition, Resources, and Bureaucratic Structure. All of these factors were resulting in a lack of maximum implementation of the KOTAKU program in Kendari. Keywords: Implementation, Program, No Slum City (KOTAKU)
The purpose of this study was to determine the management of parking levy taxes and efforts made by Kendari City government in optimizing the receipt of parking tax/retribution in Kendari City.The research method used is a qualitative research method with a descriptive analysis approach, data collection using interview, observation and documentation techniques. The data analysis technique used by the author is a qualitative data analysis technique that is by searching and compiling systematically from the results of interviews, observation and documentation then selecting the data needed and making conclusions that are easy to understand.Based on the results of the study, the management of parking fees that have been carried out so far has been quite good, can be seen from the percentage between the target and the realization of parking retribution from 2016-2018 experiencing fluctuations and in 2017 did not reach the target set, and the last 3 (three) years this contribution of parking fees to local original income is very small. This is because there are still many obstacles experienced by the Regional Tax and Retribution Management Agency in Kendari in managing parking fees. In the planning process has been going well can be seen in determining the target parking retribution per year which always refers to the results of the evaluation of the achievement of targets in the previous year and see the potential in the field. Organizing is still not effective, it can be seen from the standard of work of the parking fees officers still experiencing obstacles in the number of personnel. From the implementation efforts, it is still not effective in collecting parking taxes, such as the provision of parking permits, there are still some who do the installation without making prior permission and lack of awareness of the taxpayer about the importance of paying taxes which is the foundation for Kendari City Development. Only the supervision indicators carried out by superiors to subordinates are effective, such as monitoring carried out to evaluate the work is maximized, so as not to provide opportunities for individuals in the field to commit fraud. But supervision of the community is still not effective because there are still many illegal parking lots without having installation permits. Keywords: Tax management, Parking Fees
This study aims to analyze the optimization of village assets in South Konawe Regency. The research method used is a qualitative method approach where data collection is carried out in a natural setting with interview, observation and documentation techniques. The data analysis technique used is a qualitative analysis of the interactive model from Miles, Huberman & Saldaña which includes data collection, data condensation, data presentation and conclusions/verification. The results of the study indicate that the optimization of village assets in Konawe Selatan Regency has not been carried out systematically as can be seen from the legal status determination of all village assets; not yet optimal use of all village assets to support governance, development, community development, and empowerment of village communities; and the utilization of village assets has not been carried out in the context of carrying out village government tasks.
