RESUMOEm 2004, a Organização das Nações Unidas para a Educação, a Ciência e a Cultura [Unesco] lançou a Rede de Cidades Criativas, que visa à promoção da cooperação internacional entre cidades que investem na criatividade como meio para o desenvolvimento urbano sustentável, inclusão social e aumento da influência da cultura. Florianópolis, capital do Estado de Santa Catarina, está inserida nesta rede na categoria Gastronomia, desde 2014. Neste artigo buscase apresentar os dados referentes à gastronomia local da cidade, bem como os fatores que auxiliaram na sua inclusão na Rede de Cidades Criativas. Para tanto, serão utilizados a bibliografia existente sobre o tema e o projeto submetido pela capital à Unesco quando de sua candidatura. A partir das memórias e narrativas de moradores, tendo como metodologia a História Oral, serão apresentados os modos de fazer enraizados no cotidiano, através do preparo de pratos considerados representativos de uma cultura culinária local. Florianópolis recebe em média meio milhão de turistas anualmente, sendo que a culinária apresenta-se como disseminadora dos hábitos locais, assim como suas releituras, que dão origem a uma gastronomia contemporânea de qualidade. ResumenEste artículo presenta el contexto actual de transformación urbana del área central e histórica de Florianópolis (Santa Catarina, Brasil), como medida de control social y explotación del potencial turístico e inmobiliario. Para comprender este proceso se consideran los conceptos de "revitalización" y "humanización" a partir del análisis del proyecto "Feria Permanente Viva la Ciudad", desarrollado por la Alcaldía Municipal en asociación con la Cámara de Comercio (CDL). En la discusión de esta problemática sobre reforma urbana, ante el interés por la revitalización de esta área degradada, consideramos que la prerrogativa de fomentar actividades de cultura y ocio como instrumento gradual de apropiación del espacio público, surge para atender intereses particulares de especulación, utilizando el concepto de "revitalización" como justificación para el control territorial. Por otro lado, la necesidad de incluir el concepto de "humanización", volcada hacia los intereses públicos y sociales, sería una alternativa más democrática en la reformulación de la función de los espacios públicos, sin transformarlos en meros receptáculos de la espectacularización y del consumo. Absence of humanization in the revitalization of Florianopolis' historical center, AbstractThis article presents the current context of urban transformation of the central and historical area of Florianopolis (Santa Catarina, Brazil), as a measure of social control and exploitation of tourism and real state potential. The concepts of "revitalization" and "humanization" are taken in consideration after analyzing the Live the City Permanent Fair project developed by the City Hall in association with the Chamber of Commerce (CDL). In the discussion on urban reform and due to the interest in revitalizing this degraded area, we consider that the prerogative of promoting culture and leisure activities -as a gradual instrument of appropriation of public space-addresses speculative interests by using the concept of "revitalization" as a justification for territorial control. On the other hand, the need to include the concept of "humanization", focused on public and social interests, would turn to be a more democratic alternative in the reformulation of the function of public spaces, without transforming them into mere receptacles of spectacularization and consumption.
Comer em food trucks à luz da Teoria das Práticas IntroduçãoAs discussões nas ciências sociais dos processos de ressignificação das refeições, quando estas passam da casa para os ambientes comerciais, pode ser identificada, sobretudo, a partir dos escritos de Claude Fischler já na década de 70, nos quais os processos de industrialização cada vez mais presentes na alimentação aparecem como principal fonte de críticas e preocupações.Três décadas mais tarde, Alan Warde e Lydia Martens (2000) no livro Eating Out: social differentiaton, consumption and pleasure, propuseram a aplicação da teoria das práticas (TP) para o estudo do comer fora atrelado aos ambientes entendidos aqui como fixos (restaurantes, bares, cafés). Embora Warde tenha revisado a teoria a fim de aplicá-la ao estudo específico da prática do comer, ele se baseia nos escritos anteriores de Andreas Reckwitz (2002). Ainda assim, os principais estudos referentes à temática não contemplam as práticas alimentares que se desenrolam em espaços de e em fluxo, tais como ruas, food parks, feiras livres e demais locais ditos públicos em sua acepção total e que, de maneira geral, obedecem lógicas diferentes de tempo e espaço.Os food trucks estão entre essas novas formas do comer fora em centros urbanos. Eles podem ser caracterizados como veículos a motor, rebocados ou não, que operam de forma estacionária e/ou itinerante, com dimensões variáveis, onde alimentos e bebidas são transportados, preparados, finalizados e comercializados.
A partir do processo de regulamentação da atividade de comércio de alimentos e bebidas por food trucks na cidade de Curitiba/PR (Brasil), o artigo apresenta uma análise das práticas de poder entre diferentes atores institucionais (entidades do setor gastronômico, órgãos e secretarias municipais) envolvidos no processo. Para tanto, propõe-se uma abordagem especialmente a partir da Teoria das Práticas. Argumenta-se que as legislações restritivas impostas a atividade dos food trucks resultam sobretudo do conflito de interesses entre os seus proprietários e os de restaurantes fixos. Analisamos como as entidades de classe do setor gastronômico valem-se de sua influência política junto às secretarias e órgãos municipais, a fim de garantir o protagonismo dos segmentos que representam. Concluímos que as estratégias engendradas pelas entidades de classe dos estabelecimentos fixos, dificultam ou inviabilizam a atividade dos food trucks. Exemplos disso são (1) a fixação da distância mínima que os food trucks devem manter de feiras gastronômicas e turísticas, bem como de outros espaços fixos do comer e, (2) as vagas de estacionamento licitadas, forçando os proprietários de food trucks a operarem em áreas inviáveis do ponto de vista estrutural, econômico e de segurança. Em contrapartida, os proprietários desses veículos “navegam”, exercendo sua capacidade de poder, nas lacunas deixadas pelas normas oficiais, que tiveram consequências impremeditadas pelas entidades de classe.
No presente artigo busca-se identificar e analisar as etapas e práticas que antecedem a comercialização de alimentos por food trucks em eventos gastronômicos. Para tanto, foram realizadas entrevistas semiestruturadas, de forma presencial, com cinco empreendedores de Curitiba-PR, sendo esta a primeira capital do sul do Brasil a legislar sobre a atividade. Os resultados apontam que as etapas podem ser divididas em: (1) compra de insumos, (2) preparo dos alimentos, (3) estimativa e (4) situações de criatividade/adaptação. As duas primeiras ocorrem de forma complementar e podem ter início no dia anterior, no mesmo dia ou na semana que antecede o evento. As duas últimas também são complementares, haja vista que a estimativa inclui o cálculo correto e/ou aproximado do número de refeições que deverão ser elaboradas para comercialização e que, em caso de erro, submete os truckeiros a situações de adaptação e criatividade para elaboração de novas configurações de lanches com os ingredientes e insumos disponíveis.
