This paper aim to make it clear the characteristics and grasp the situation about housing stock (especially including vacant dwellings) in region by region, in order to find out the appropriate counter measures to improve the balance of housing stock under the situation of depopulating and aging society. Therefore this paper mainly describe following points. This paper shows a numerically model. This make it possible to grasp the dynamics of housing stocks, and it points some new facts about appropriate counter measures for vacant dwellings. In simpler terms, under the depopulating society, the number of housing stock should be downscaled appropriately. As one way to realize the appropriate scale, raising the proportion of lost is effective at the timing that a housing stock drop out of use as residence.
This paper proposes a methodology for estimating the number of vacant houses by construction age. This method utilizes microdata from the Housing and Land Survey, a national statistic, to estimate the number of vacant houses, including detached homes, which had not been available due to a lack of data. The estimated data provides an understanding of the actual volume of vacant dwellings in Japan. These results presented the importance of considering measures for old house reuses and demolition based on the volume segment by construction ages.
In this paper, we developed a residential resource evaluation method for reorganization of urban area. The results are as follows:1. We introduced a concept of "residential resources", regarding residential stocks as resources.2. "Residential resources" of houses were evaluated based on a model considering the effect of the construction year, construction material and disaster risks.3. The detailed regional dataset of residential conditions was estimated to enable to apply the model for evaluating the value of "residential resources" in a quantitative way.4. This evaluation method can reveal the districts which need to be improved or preserved.
