Resumo A partir da perspectiva das ciências sociais aplicadas, este artigo aborda o significado dos termos risco, desastre e vulnerabilidade, considerando sua compreensão e a necessidade de incorporá-los às diretrizes e às ações do planejamento na Macrometrópole Paulista (MMP) no contexto de variabilidade climática. Para garantir um entendimento aprofundado do que se denomina construção social do risco, urge considerar os aspectos físicos de dado espaço geográfico, pois nele são estabelecidas variadas formas de uso e de ocupação promovidas pela sociedade em dada conjuntura política e econômica. Dentre as diversas intervenções antropogênicas pelas quais a MMP tem passado, este artigo aborda o problema das inundações que atingem a área da MMP, mas especialmente daquelas ocupadas pelas populações em baixa renda, nas periferias urbanas.
O território ganense possui uma rica variedade de recursos minerais – como ouro, manganês, bauxita e diamantes – que tem sido explorada por grandes corporações estrangeiras desde o final do século XX, quando o país executou reformas neoliberais. A exportação de minerais é uma componente chave na inserção do país no mercado internacional, trazendo substanciais recursos externos para o Estado. Ao mesmo tempo, devido a falta de industrialização de sua economia, Gana tornou-se altamente dependente da importação de bens manufaturados de segunda mão, como bens eletroeletrônicos (mas também automóveis e roupas), importados principalmente da Europa e da América do Norte. Aproximadamente 60% desses bens não podem ser reutilizados em suas funções originais, tornando-se lixo (lixo eletrônico) que se acumula no bairro de Agbogbloshie em Accra. Assim, esse artigo busca analisar o papel de Gana na Divisão Internacional do Trabalho contemporânea.
Em tempos de globalização, o capital financeiro tornou-se um aspecto essencial no estudo da pobreza urbana brasileira, uma vez que a expansão da disponibilidade e do acesso ao crédito viabilizou a aquisição de bens eletrônicos modernos por parte daqueles que vivem nas periferias metropolitanas. Em São Paulo, a particularidade desse processo reside no fato de que não houve uma mudança significativa na renda familiar, tampouco nos índices de desemprego da população. Além disso, apesar das fortes mudanças no padrão de consumo nas periferias, seus habitantes continuam vivendo sob situação precária e em bairros marcados pela falta de investimento em infraestruturas e serviços básicos. A partir desses contrastes na vida da população de baixa renda, procuramos entender em que medida o capital financeiro está transformando a pobreza urbana e o espaço periférico.
E-waste production increase in the industrialised countries of the Global South follows the worldwide trend in the early 21st century. In large urban centres of these territories, e-waste disposal occurs in more significant quantities, and the need to implement a reverse logistics system within a proper regulatory and technical conditions has become a challenge. To the extent that most researches on the ewaste recycling in the developing world are dedicated to the analysis of informal stakeholders -especially in the waste collection and processing stages -, this article aims to contribute to the scientific debate by analysing the organisation of formal recyclers in Sao Paulo Macrometropolis, the most expressive consumer market of Brazil, encompassing more than 30 million inhabitants. Through a comparative case study of formal recyclers operating before the enforcement of national e-waste management regulation (2020), it was revealed some logistics limitations related to the low/irregular flow of e-waste collected, and the lack of technologies to enable the final stages of recycling. Research also points to possible synergies between the demands of these formal companies and the instruments that will be enforced by the recently approved regulation as a way to overcome these limitations in the short term partially..
Abstract The increase in the production of waste electrical and electronic equipment (WEEE) became a widely discussed issue around the world in the early 21st century. If, on the one hand, this type of waste draws attention due to the risks that its improper management can generate to the environment and human health, on the other hand, it represents a concrete possibility of implementing reverse logistics. The objective of this paper is to understand the WEEE recycling conditions in the dynamic Macrometrópole Paulista. Thus, through a methodology that involves the survey and analysis of diverse secondary sources, It can be considered that the recycling of WEEE in the studied region is still in the structuring phase, so that some normative and technical challenges need to be overcome to ensure the establishment of the circular economy.
The São Paulo Macro Metropolis (SPMM) is one of the richest and most inequitable regions of the Global South and is already experiencing the impacts of severe climate events. This study analyzes climate risk assessments and policy responses for this territory as well as its vulnerabilities. The Index of Vulnerability to Natural Disasters related to Droughts in the Context of Climate Change (IVDNS—acronym in Portuguese) was used to identify and select the most vulnerable municipalities in the SPMM. Following vulnerability analysis, the municipalities were subjected to risk analysis in the context of existing Brazilian legislation. The results indicate that, despite having positive capacities to respond to climate change, the analyzed municipalities are far from advancing from the status quo or taking the actions that are necessary to face future challenges in a climate emergency scenario. The results indicate that, despite being the most vulnerable to droughts and natural disasters, the cities analyzed are not the most vulnerable in the São Paulo Macro Metropolis from a socio-economic point of view. On the contrary, these are regions that could have a strong institutional capacity to respond to present and future challenges.
