Introduction. Innovative entrepreneurship is one of the applied spheres, in which the implementation of core competencies: knowledge and skills from other areas is complicated nowadays due to challenges and rapid changes. Management systems for small and medium-sized enterprises are not so classical now, but horizontal and, what most importantly – flexible, agile is. Thus, it is proposed to turn to modern models of people management to increase the effectiveness of companies and institutions for future economy development. Aim and tasks. The article appeals to management innovation and the use of the “mobility gap” as one of the most discussed economic problems that are necessary for the urban areas and require an appropriate solution development. The proposal is to use smart logistics for an effective people management system for innovative small and medium enterprises to zoom the weight of the cluster unit. The assertion that the increasing impact of horizontal management in outsourcing services is the way for further development and modernization of tax policy for the local economy. Results. In the nearest future, the character of the local economy will change as communities develops cities, improving the quality of life, ensuring safety and neighbourhood policy and stimulating creative development. And it will create opportunities for cutting-edge initiatives, entrepreneurship and local municipalities, as well as developing relationships and competencies based on innovation and creative interaction between stakeholders in the new digital reality, while remaining people-centred. It is proposed to introduce management innovations into the management system according to the developed model according to the agile method of modernization: “to do” – list; "in progress" and motivation; “to verify” – monitoring; “done” – analysis; and business scaling. And to customize services, it is necessary the high quality achieving, speed that meets the needs of the market, and the quick creating of unique innovations. Conclusions. This methodology has been tested by the project – Erasmus 2020, despite the “lockdown” conditions, by the open data project “City Code” with the aim of creating conditions for sustainable urban development by combining: talents, technologies, tolerance, and should be used to people management of small and medium-sized innovative enterprises.
Today, there is a considerable amount of scientific literature, which states that festival tourism is a promising type of tourism. The largest places for holding ethnic-style festivals are open-air museums (open-air museums), as well as smaller, but quite popular among fans of traditional cultural ceremonies, rural estates. Among the rich program offers, native manors offer visitors the organization of wedding events with Ukrainian traditional rites to order, and, larger in scale, foreign and domestic scanens hold annual wedding festivals. Wedding festivals have gained special development in the Kyiv region. However, other regions of Ukraine also have a rich cultural wedding ritual, which can be used to create new interesting mass tourist events in open-air museums and rural estates. Among such regions is Chernihiv Oblast, which has a rich historical and cultural heritage, including a unique wedding ceremony. Conventionally, it can be divided into several stages – pre-wedding, wedding and post-wedding.The pre-wedding cycle includes rites related to the consent of young people and their families for marriage: matchmaking or engagements. The actual wedding ritual also contains many interesting elements, for example, baking a korovai and «cones» decorating a «vil’tse» (wedding tree decorated with ribbons). These traditions still followed in the village of Stavyske in Chernihiv Oblast, and the natives of this village willingly return there to perform wedding in the traditional style, as their ancestors once did. Using open-air museums and village estates in ethno-festival tourism of wedding traditions and ceremonies of Chernihiv Oblast can attract tourists, popularize the cultural heritage of the Ukrainian people, and contribute to the economic revival of Ukrainian villages.
The purpose of the paper is to improve institutions and legislation on public finance management in Ukraine, to define the concept of "financial control", to consider the process of development and formation of financial control, to highlight the financial control`s features, to justify the need for long-term financial control. Financial control and financial management in the enterprise are very important for every state. The current state of economic improvement in Ukraine should increase the role of the state in regulating the economy in order to identify differences between the law, recognizing the standards and functioning of financial control. At the present stage in Ukraine, the issue of establishing unification of public finance management remains unresolved: there is a discrepancy in state legislation. The Ukrainian economy`s growth leads to an additional need for financial control in a moment. Thus, its role and importance in securing the assets of different types of members’ organizations, the equipment`s efficiency, labour and finance. The paper is devoted to the key issues of finding ways to ensure financial control in the organization and the regulatory framework in this area. The paper presents an overview of financial control by state (local) resource management and their use, as well as financial control of public administration by the state external financial regulator (audit), the Ministry of Finance on behalf of the Verkhovna Rada of Ukraine, and public finance management, including internal management and internal audit, which are provided by current legislation. In the paper was presented a study of the financial control`s concept. The main types of financial control, its goals and objectives are researched. The author emphasizes the importance of the organization’s internal financial control and the key stages of its development. The types of external control and features of their application were also researched. In conclusion the Ukrainian financial management`s current state is researched.
