The paper is one of the few studies that investigated how public-private partnership was used to finance e-governance projects in some selected African countries. 1. INTRODUCTION Towards delivering effective services to the citizens has become the goal of most governments in the African continent. This, perhaps, has been prompted by the fact that citizens as tax payers deserve value for their money coupled with the constitutional provision that government should provide for the welfare of her citizens (Barnett, 2003). The paper analyses factors enhancing pitfall in research and teaching in the Nigerian university system. Using data generated from secondary sources, it was found that so many factors are responsible for the constant decay in teaching and research in the Nigerian universities. The paper however found from literature that the high rate of pitfalls in the university education in Nigeria can be significantly attributed to lack of infrastructural facilities, poor staffing and inadequate funding. Consequently, the paper suggests the way forward which includes: provision of adequate and modern facilities (like modern class rooms, computers, modern libraries etc), adequate funding which can be provided through collaboration and partnership with universities abroad and improved creativity in the area of generation and utilization of internal revenues, and finally, attraction of high quality teachers with better salary and good conditions of service into the Nigerian universities.
The menace of corruption and the fight against it the world wide has been a major preoccupation amongst pundits and administrators, especially amongst the third world countries. The existence of Anticorruption Agencies virtually in all countries of the world justifies this assertion. While some of these agencies in their countries of operations succeed others are still grabbling with the dynamics and complexities of the scourge thus looking for a durable methodology to curtail it spread. This paper assessed the perception of Nigerian on the strength of the EFCC against its functional responsibilities to determine the adequacy and appropriateness of the powers. The research is a survey type that explored both primary and secondary sources. The primary data were gathered through administration of questionnaire with a content analysis for the secondary data. Relying on Structural Functional theory, the study reveals among other things that, EFCC lacks adequate prosecutorial powers; it also cannot effectively ensure and monitor compliance to the limit of foreign currency transfer ($10000) and the local cash transaction limit; the court system in Nigeria has also frustrated the efforts of the commission in addition to the unruly behaviour of some senior legal counsels who often connive with some judges to subvert justice. The paper therefore submits that the EFCC operate within unfavourable legal space that hinders to a large extent its operational success. It is therefore recommended inter alia: a specialised and separate court with specialised judges to handle financial crimes, streamlining the areas of responsibilities to just financial crimes for the EFCC.
Abstrak: Penelitian ini bertujuan untuk mengetahui fungsi naratif dan lingkungan tindakan dalam cerita rakyat Bapak Tua. Penelitian ini menggunakan teori struktur naratif Vladimir Propp dengan pendekatan deskriptif kualitatif. Sumber data dalam penelitian ini adalah buku kumpulan cerita rakyat Gorontalo. Data penelitian ini berupa kalimat yang menunjukkan fungsi naratif dan lingkungan tindakan. Berdasarkan hasil dan pembahasan struktur naratif dalam cerita rakyat Bapak Tua ditemukan 9 fungsi naratif dan dua lingkungan tindakan. Kata Kunci: Morfologi, Cerita Rakyat, Bapak Tua. AbstractThis study aims to determine the function of the narrative and the action environment in the folklore BapakTua. This study employed Vladimir Propp's narrative structure theory with a qualitative descriptive approach. The data sourced from a collection of folklore books of Gorontalo. Data are in the form of sentences that show the narrative function and the action environment. This study examined whether foreign debts have been able to improve or otherwise Nigeria’s economy towards improving the living standard of her citizenry with respect to the nation’s gross domestic product (GDP), USD exchange rate, inflation rate and foreign direct investment (FDI) for the period 1986 to 2017. The study was carried out in Nigeria with respect to other countries doing business with Nigeria. The study also made use of secondary data for the period under consideration. Data obtained were subjected to the cointegration test, which results show that the F-statistic is greater than the lower and upper bound critical value at a five per cent (5%) significance level. Thus, the null hypothesis of no long-run relationship is rejected at a five per cent (5%) significance level. It can, therefore, be inferred that the variables are cointegrated holding the external debt profile as the independent variable. Furthermore, the Ordinary Least Square Linear Multiple Regression Analyses (OLSLMRA) revealed that foreign debt significantly affected adversely, the nation’s gross domestic product (GDP), USD exchange rate and foreign direct investment; except for inflation rate. The study, therefore, concluded that foreign debts, though not the best option for countries striving to survive; still have a significant effect on Nigeria’s economy and indeed her living standard. The study recommends diversification of Nigeria’s economy outside the crude oil to include agriculture, solid minerals, manufacturing, trade and industry to improve on her gross domestic product (GDP), exchange rate, inflation rate and foreign direct investment (FDI) and thus better the living standard of her citizenry.
