To achieve the target of 100% drinking water service, Central Java Provincial Government holds regional water supply system (SPAM) programmes in Central Java, one of which is Keburejo regional water supply system (Kebumen and Purworejo). During the development phase, it was delayed due to project cost overrun, which later promotes an option for Public-Private Partnership (PPP). Consequently, this option may increase the project risks. This study aims to identify and analyze the risks of Keburejo regional water supply system project when the PPP option is chosen. This research adopted a mixed research method of qualitative and quantitative approach. Respondents in this study were 22 respondents from PDAB Tirta Utama, Dinas Bina Marga and Cipta Karya (BMCK) Central Java, Satker PSPAM Central Java, BBWS Serayu Opak, Pemkab (PDAM, Bappeda and DPU) Kebumen and Purworejo, as well as Business Entity (PT. TGM). The results found 24 risk factors, classified into pre-construction (10), construction (4), and Operational and Maintenance (10). The majority of these risks are considered 'High' (83.33%), with the highest risks in the pre-construction (37,5%), and the majority is under the Government responsibility (66.67%). These results are useful for Government as a reference in managing the risks of PPP SPAM Regional Keburejo and other regional SPAM projects in Indonesia. AbstrakUntuk mencapai target 100% layanan air minum, Pemerintah Provinsi Jawa Tengah mengadakan program Sistem Penyediaan Air Minum (SPAM) Regional, salah satunya SPAM Regional Keburejo (Kab. Kebumen dan Purworejo). Pembangunan SPAM ini mengalami keterlambatan terkendala besarnya biaya investasi proyek, sehingga memunculkan alternatif solusi skema Kerjasama Pemerintah Badan Usaha (KPBU). Di sisi lain skema KPBU diketahui memiliki berbagai risiko yang dapat berdampak pada keberhasilan proyek. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis risiko proyek SPAM Regional Keburejo terhadap opsi pendanaan skema KPBU. Metode penelitian yang digunakan yaitu metode campuran pendekatan kualitatif dan kuantitatif. Responden berjumlah 22 orang, berasal dari Perusahaan Daerah Air Bersih (PDAB) Tirta Utama Jawa Tengah, Dinas Bina Marga dan Cipta Karya (BMCK) Provinsi Jawa Tengah, Satker PSPAM Provinsi Jawa Tengah, BBWS Serayu Opak, Pemkab (Perusahaan Daerah Air Minum/PDAM, Bappeda dan DPU) Kebumen dan Purworejo serta perwakilan Badan Usaha (PT. TGM). Hasil penelitian mengidentifikasi 24 risiko yang tersebar pada tahap pra konstruksi (10), konstruksi (4) dan Operasional dan Pemeliharaan (10). Mayoritas risiko tersebut tergolong tingkat risiko "Tinggi" (83,33%), dengan prosentase risiko tertinggi pada tahap prakonstruksi (37,5%), dan mayoritas berada dalam tanggung jawab pemerintah (66,67%). Hasil penelitian ini berguna sebagai acuan Pemerintah dalam mengelola risiko proyek KPBU SPAM Regional Keburejo dan SPAM Regional lainnya di Indonesia.
During the dry season there was a scarcity of the availability of clean water in several Central Java province (Wonogiri, Sukoharjo, Karanganyar Disrict and Surakarta City), including Wosusokas Regional Region, so the government often drops clean water. So, the Government conducted the Wosusokas Regional Water Supply System Program. Public-Private Partnership (PPP) scheme is an option to overcome investment cost. This study aims to identify and analyze the risks of Wosusokas regional water supply system project eith government perspective. This research adopted a case study and literature analyze. Selected respondents from PDAB Tirta Utama, Dinas Bina Marga dan Cipta Karya Central Java, BPPW Central Java, District/ City Governments (Regional Water Supply Company, Bappeda and DPU) from Wonogiri, Sukoharjo, Karanganyar and Surakarta. The result found 35 risk factors that could potentially project failure or delay, the majority of these are considered high (11,43%), moderate (54,29%) and low (34,29). Risk factors with high probability are delay and increase cost of land acquisition, failure to complete the contract by the contractor / sub-contractor, failure initial tariff and delay periodic tariff adjustments. The results are useful for Government as a reference in managing the risks of PPP Spam Regional especially in Central Java.
Kegiatan pembelajaran di Politeknik sebagian besar dilakukan dengan praktek untuk dapat menciptakan lulusan yang memenuhi kualifikasi sesuai kebutuhan industri. Kegiatan praktek terutama pada program studi keteknikan sehingga sistem keamanan dalam melakukan praktek perlu dikelola sehingga meminimalkan potensi risiko kecelakaan. Pada penelitian ini peneliti ingin mengetahui tingkat penerapan SMK3 pada workshop dan laboratorium pada perguruan tinggi politeknik. Metode penelitian yang digunakan yaitu metode kuantitatif dengan memberikan penilaian pada 166 kriteria yang terdapat pada audit K3 PP No 50 Tahun 2012, pengambilan data dilakukan dengan pengisian kuesioner, wawancara dan pengumpulan rekaman K3 kepada responden kemudian dilakukan penilaian pencapaian penerapan (kurang, baik atau memuaskan). Dari hasil penelitian menunjukkan bahwa rata-rata pelaksanaan SMK3 pada Workshop dan laboratorium di Politeknik X sebesarr 23% yang berarti tingkat penilaian penerapan kurang. Nilai tertinggi pada elemen pengembangan keterampilan dan kemampuan sebesar 53% sebagian besar laboran dan teknisi telah diikutkan dalam pelatihan K3 dasar serta P3K, hal ini memperlihatkan bahwa pimpinan sadar akan pentingnya keselamatan dan kesehatan kerja di lingkungannya namun perlu juga diberikan pelatihan yang sesuai dengan kompetensi untuk mendukung pekerjaannya. Nilai terendah terdapat pada elemen pengendalian dokumen, pengumpulan dan penggunaan data dan pemeriksaan SMK3 sebesar 0%, hal ini terjadi karena belum ada aturan baku untuk mengatur bagaimana sistem pelaporan SMK3 di workshop dan laboratorium.
