Este artículo describe una experiencia piloto de construcción de un sistema de gestión de calidad basado en la norma ISO 9001:2015 para una institución de educación superior técnica estatal situada en el sur de Chile. El trabajo se desarrolló desde un enfoque cualitativo, contemplando análisis documental, entrevistas y grupos de discusión con miembros de la comunidad educativa. Se realizaron ajustes significativos al modelo de gestión preexistente, depurando los procesos y creando la documentación necesaria para su desarrollo. Además, la construcción participativa e implementación del sistema permitió que los objetivos de la organización se esclarecieran para sus miembros. En tal sentido, adoptar este tipo de sistema de gestión resulta de particular utilidad para instituciones educativas de creación reciente.
This study proposes an innovative two-sta-ge approach, using Data Envelopment Analysis and Biplot, to evaluate the techni-cal efficiency of 30 academic departments of a Chilean university, and to identify the main factors affecting their performan-ces. Public higher education worldwide is under a growing pressure to increase efficiency and improve the quality of edu-cation with limited governmental funds given to state-owned universities. The ri-gorous supervision and regulations make the use of decision-making approaches for the rationale administration of financial resources imperative. The first stage used an output-oriented DEA model, using 3 con-figurations under the assumption that the units under analysis have more influence on producing outputs than on generating income. The second stage employed a Bi-plot analysis to characterize the depart-ments into four clusters, and to identify external variables influencing the (in)effi-ciency scores. Results indicated that acade-mic departments focused on teaching are more efficient than those aiming for re-search. Among the main factors affecting the level of performance were the num-ber of full-time equivalent faculty holding graduate studies, and the average course approval ratio.
Los fines de la investigación que sustenta el presente trabajo fueron identificar los conocimientos, las actitudes, el comportamiento de los miembros de la institución educacional privada que contribuyen o dificultan la implementación de un sistema de gestión de la calidad. El enfoque de esta investigación es de tipo cuantitativa, y se aplicaron una serie de instrumentos a los administrativos y docentes de la organización en estudio. En este artículo se abordan objetivos específicos que acompañan a la elaboración de una investigación de tesis doctoral. En la cual el objetivo general consistió en: fundamentar una estrategia de capacitación para implementar un sistema de gestión de la calidad que contribuya al cumplimiento de los procesos en una institución educacional privada de La Araucanía, Chile.
La necesidad latente de contar con instituciones de educación superior de calidad ha llevado a iniciar procesos de acreditación que evalúen el servicio educacional ofrecido y que garanticen la calidad educativa de las universidades y de los programas profesionales. Una de las acciones dominantes es la mirada hacia el modelo de gestión de la calidad regulado por las normas ISO aplicando el enfoque basado en procesos. Este artículo describe una experiencia piloto del mejoramiento del modelo de gestión por procesos de una institución de educación superior estatal situada al sur de Chile utilizando las etapas del ciclo PHVA y las normas técnicas del Perú N° 001-2018-SGP y la ISO 21001:2018. El trabajo se desarrolló desde un enfoque cualitativo, contemplando análisis documental y entrevistas con miembros de la comunidad educativa. Se realizaron ajustes significativos al modelo preexistente, implantando un nuevo modelo más adecuado al contexto institucional. Actualizando la documentación y esclareciendo los procesos. En tal sentido, adoptar esta metodología de mejoramiento resulta de particular utilidad para el modelo de gestión por procesos de instituciones educativas de reciente creación.
