The rapid growth of the Indian economy would be impossible without micro, small and medium-sized enterprises. The Indian government enacted a series of supporting policies with counterpart funding in succession and implemented many quality infrastructure development facilitation programs to make full use of the technical superiority of the national quality infrastructure, improve the quality of products and services and promote the healthy development of small and medium-sized enterprises with a view to promoting the development of micro, small and medium-sized enterprises and increasing corporate competitiveness. This paper, through an analysis of the experiences and serial practices of the Indian government in promoting the development of micro, small and medium-sized enterprises, provides a point of reference for China"s quality infrastructure to support SMEs and create a good business environment.
In order to quantitatively evaluate the basic capabilities of smart meter enterprises on National Quality Infrastructure (NQI) and continuously improve the quality level of smart meter enterprises, this paper, profited from China’s NQI capability index system and the Delphi method, with representiveness of indicators as the starting point, and based on repeated screening and expert demonstration, chooses the most representative indicators devised for NQI factors such as measurement, standardization, certification & accreditation, inspection & testing and quality management in the production of smart meters, and constructs an indicator system applied to evaluate the basic capabilities of smart meter enterprises on NQI, which includes 5 first-level indicators, 8 second-level indicators and 30 basic indicators. With construction of this system, we can quantitatively evaluate the basic quality and technology capabilities of smart meter manufacturers and continuously improve deficiencies of enterprises on their NQI. And, the State Grid can also apply this system as a technical specification to evaluate the quality level of smart meter enterprises.
The monitoring and analysis of the social public service quality is conducive to promoting the construction of a service-oriented government that the people are satisfied with. In this paper, the third-party quality monitoring is carried out in 14 cities in Liaoning Province from 11 public service areas, including residential environment, public transportation, infrastructure, medical and health care, public security, cultural and sports, compulsory education, elderly care service, employment service, social security and administrative convenience. The results show that the public's satisfaction with social security, compulsory education, residential environment, public security and employment service is low, which needs to be paid attention to and further improved by Liaoning provincial government.
Survey on public satisfaction of quality work is one of the effective methods for connecting the quality management department with the public. In this paper, the application of techniques and methods of survey on public satisfaction of quality work is studied and explored from the aspects of the design of survey content index system, data collection, and statistical result analysis based on the survey on public satisfaction of quality work in Yunnan Province, so as to provide enlightenment and reference for the relevant research work in the field of quality.
In order to learn the successful experience of quality infrastructure collaborative services in foreign developed countries, this paper carries out a comparative study of several programs including United Kingdom's Manufacturing Advisory Service, Germany's Fraunhofer Institutes, Korean Standards Association and Japan's Kohsetsushi Centers, and finally proposes some suggestions for establishing the cooperative service of quality technology infrastructure in China.
