Cross-border cooperation in Europe has intensified in recent years. Organizations with varying institutional characteristics have emerged in urban areas that cross national borders to address the issues of the cross-border situation. This article sets out to analyse the collaboration in metropolitan region of Greater Copenhagen. The research review method was used in the literature review of cross-border regions and governance, and the descriptiveanalytical research method was employed to explore the governance system of the metropolitan region of Greater Copenhagen. The research method was based on the analysis of secondary data and the related formal documents on Greater Copenhagen's government system. The analysis showed that the regional collaboration among different actors is a well-established practice. The concept of multi-level governance is implemented in Greater Copenhagen and brings measurable effects, but there are still barriers and new challenges to deeper integration.
Abstract:The rapid urbanisation of the world leads, i.a., to dynamic development of metropolitan areas. The functional relationships between territorial units which make up a metropolitan area mean that in order to prevent negative effects of metropolisation and to ensure sustainable development of such an area, the preparation of economically, spatially and environmentally coherent strategies needs to be co-ordinated on the metropolitan level. This in turn requires that the approach towards managing development shifts in favour of governance. Using London and Copenhagen as case studies, this paper explores whether the concept of governance is used in managing metropolitan areas and weather metropolitan authorities integrate sustainable development principles in their policy documents. Research is based on the analyses of form of governance and strategic programmes adopted in metropolitan areas..
ABSTRAKT: Relacje funkcjonalne zachodzące pomiędzy jednostkami administracyjnymi, które tworzą obszary metropolitalne, generują potrzebę zintegrowanego podejścia do zarządzania rozwojem na poziomie metropolitalnym. To z kolei wymaga współpracy różnych interesariuszy, co prowadzi do odejścia od zarządzania hierarchicznego na rzecz koncepcji governance.Celem artykułu jest zbadanie, które z form integracji są stosowane w obszarach funkcjonalnych krajów skandynawskich oraz w jaki sposób zintegrowane podejście do zarządzania jest realizowane w praktyce.
