Purpose: The aim of the article was to examine the impact of Integrated Territorial Investments on the development of cooperation between municipalities belonging to the Bialystok Functional Area. Design/Approach: The study was conducted by quantitative methods. As part of the research procedure, documentation of the Bialystok Functional Area was included. The process of creating the area and allocating European funds was presented. The impact of funds on the functioning of the area was examined. Analytical data are presented using tables and maps by the local government units. Findings: The results of the study confirmed that changes in the policy and tools for financing functional areas in the form of integrated territorial investments have enabled the development of cooperation between neighboring territorial units. The level of integration of municipalities and residents has increased. Further cooperation is needed. Practical Implications: The analysis and its results confirm the need to finance the cooperation of neighbouring local government units. The results can be used to improve financial tools. Continued research, including extension to other functional areas, may allow to see the correctness and improvement of urban policy. Originality/Value: Due to the importance of these issues for the effective functioning of functional areas, including the Bialystok functional area, it is necessary to promote this approach. The article presents funding for integrated projects in both scientific and practical terms.

Актуальність. Сьогодні під впливом процесів урбанізації зростає значення і роль мегаполісів, міських агломерацій у розселенні людства, в економічній, культурній, соціальній сферах тощо. Ефективне управління сучасним мегаполісом, який є метрополією по відношенню до прилеглих територій, має бути спрямованим на забезпечення мешканцям і гостям міста комфортних умов для проживання, роботи, культури і спорту, відпочинку і рекреації. Сфера гостинності, що включає заклади готельно-ресторанного і туристичного бізнесу є важливим і необхідним елементом функціонування мегаполісу. Предметом дослідження є проблеми управління метрополіями, розвиток сфери гостинності у великих містах. Мета дослідження полягає у визначенні напрямів вдосконалення управління метрополіями та ролі сфери гостинності у розвитку сучасних великих міст. Методи дослідження. Дослідження проводилося шляхом опрацювання актів Європейської комісії, наукових публікацій з питань урбанізації, управління метрополіями, розвитку сфери гостинності у великих містах, даних статистики, експертних оцінок. Результати. Основні теоретичні і практичні результати, що визначають новизну і практичну значущість дослідження полягають у визначенні сфери гостинності як одного з ключових елементів в ефективному управлінні метрополіями та особливостей розвитку готельно-ресторанного і туристичного бізнесу у великих містах. Висновки та обговорення. Встановлено, що діяльність закладів сфери гостинності сприяє соціально-економічному розвитку метрополій. В свою чергу, концентрація попиту на готельно-ресторанні і туристичні послуги у великих містах сприяє успішній діяльності закладів гостинності.

The process of institutionalization of metropolitan cooperation within the metropolitan area around Gdańsk has been the subject of a debate with the participation of local representatives of various sectors. Currently, the main entity carrying out activities on a metropolitan scale is the Gdańsk-Gdynia-Sopot Metropolitan Area Association. It has been responsible for a series of bottom-up projects, implementation of the Integrated Territorial Investments mechanism, as well as lobbying towards establishing a metropolitan union in Pomeranian Voivodship. The article describes the current conditionings that seem to be the most important for the spatial extent and objects of the cooperation in the context of the foregoing metropolitan discourse. KEY WORDS: metropolitan governance, multi-level governance, Gdańsk-Gdynia-Sopot Metropolitan Area, Integrated Territorial Investments ABSTRAKT: Proces instytucjonalizacji współpracy metropolitalnej na terenie obszaru metropolitalnego kształtującego się wokół Gdańska od początku transformacji ustrojowej stanowi przedmiot lokalnej debaty z udziałem przedstawicieli różnych sektorów. Obecnie najważniejszym podmiotem realizującym działania w skali metropolitalnej jest Stowarzyszenie Obszar Metropolitalny Gdańsk-Gdynia-Sopot, odpowiedzialne za szereg oddolnych projektów, wdrażanie mechanizmu Zintegrowanych Inwestycji Terytorialnych, a także lobbing mający doprowadzić do uchwalenia ustawy poświęconej obszarowi. W artykule uwzględniono kontekst ostatnich kilkunastu lat kształtowania się współpracy, jak również opisano aktualne uwarunkowania, które będę miały decydujące znaczenie dla jej przedmiotu i zasięgu przestrzennego.
