This study examined privatization in Kenyan with reference to whether there existed relationships between privatisation of SOEs, criteria used to select SOEs for privatisation; management of SOEs and their performance in the Kenyan economy. The target population comprised of 275 employees of Kenya pipe line. Survey research design and simple random sampling were used in this study. The researchers used 30% of the target population to arrive at an accessible population of 75 employees as respondents for this study. Questionnaires were used for data collection. Data was analyzed using paired samples t-test with the help of SPSS and results were presented using Tables. Interpretation of results were based on α (.05), df, p value, t-values and t-critical. The findings of the study revealed that there were relationships between privatisation of SOEs, criteria used to select SOEs for privatisation, and management of SOEs and their performance on the Kenyan economy. The results were significant and out of this study, recommendations were made to the Kenyan government and state owned enterprises in Kenya.
Influence of Head Teachers' Human Resource Management Skills on Preschoolers' Access To Quality Education in Kisii County, Kenya 1. Introduction Globally, many countries recognize Early Childhood Development and Education as an important pillar for accelerating the attainment of Education for All (EFA) and the Sustainable Development Goals (UNESCO, 2014). To ensure quality Education and learning environment during a child's formative years, EFA's first goal stipulates that it is the responsibility of every Government to expand and enhance comprehensive Early Childhood Education. Also, according to a 2002 report by the World Fit for Children Conference, it is important for every child to have a good start to life whereby a child receive quality Education within a child friendly learning centres and management (Githinji & kanga, 2011). In this regard, many developing and developed nations have been developing and implementing policies that are perceived to improve the state of Early Childhood Education in various countries (Kang'ethe, Wakahiu & Michael, 2015), this has galvanized many countries, especially in sub-Saharan Africa (SSA), into confronting their historically low access to quality early childhood education (Murunga, 2015). This has brought a remarkable success in attracting many children into schools (UNESCO, 2014). However, filling the classrooms is not enough in the process of ensuring access to basic education and Education for all. The goal is geared towards having positive social and economic returns in which improving the quality of Education is the key emphasis. Unfortunately, the 2010 UNESCO report indicate that the quality and management of preschool education is not satisfactory in many countries and many preschool learning centres have poorly established learning environment in most sub-Saharan Africa counties, Kenya inclusive.
Although the essential component of teaching and learning success is school safety, physical Infrastructure in most of the schools Garissa township Sub- County does not comply with the safety standard as recommended by the ministry of education. Even more importantly, most schools do not have enough financial resources on the implementation of the safety standards as the training of teachers is not adequately done to implement safety standards. Despite vast research on safety standards and school safety, their findings on relationship between implementation of safety standards and guidelines in public secondary school in Garissa township Sub-County are inconclusive findings, hence this study. The goal of this research was to assess factors influencing the implementation of safety standards and guidelines in public secondary school in Garissa township Sub- County. This research used a survey research approach, with the 10 principals and 320 teachers in Garissa Township sub-county as the target population from where as sample of 106 respondents was obtained. Data was gathered using questionnaire interviews from where data was analyzed using Pearson r’ and verbatim respectively. The results show that at 5% significance level, safety sub-committee (r = 0.280, p<0.01), physical infrastructure (r = 0.405, p<0.01), financial resources (r = 0.588, p<0.01), and training of teachers (r = 0.469, p<0.01) had statistically significant and positive relationship with implementation of school safety standards and guidelines in public secondary schools in Garissa Township Sub- County.
