The efficacy of Schwann-cell cultivation can be enhanced by in vitro predegeneration of the harvested cells compared to immediate culture. The aim of this study was to improve Schwann-cell culture efficacy by comparing three different durations of predegeneration. The sciatic and median nerves of 6-8-week-old Lewis rats were harvested and subjected to either 2-day, 7-day, or 14-day predegeneration in Dulbecco's Modified Eagle's Medium supplemented with 10% fetal calf serum and 1% Penicillin/Streptomycin. Afterward, tissue was enzymatically dissociated and placed in a modified melanocyte growth medium. The cell count was determined immediately after dissociation while the cell purity was determined one subculture/trypsinization cycle later after cell attachment to the culture plate by means of optical microscopy and immunocytochemistry. Particular attention was then paid to the Schwann-cell-to-fibroblast relation. The cumulative cell count in the culture was 5.8 x 10(5) for 2-day, 1.12 x 10(6) for 7-day, and 1.48 x 10(6) for 14-day predegeneration. The culture purity was approximately equal for 2- and 7-day predegeneration (88% Schwann cells, 12% fibroblasts after 2 days; 85% Schwann cells, 15% fibroblasts after 7 days). After 14 days, however, cell cultures were significantly debased by fibroblast proliferation (57% Schwann cells, 43% fibroblasts). In vitro predegeneration is a particularly suitable procedural method to increase the cultural Schwann-cell yield. The number of cultivated rat Schwann cells is doubled by 7-day in vitro predegeneration in comparison to 2-day predegeneration. After 14-day predegeneration, however, the culture is significantly debased by fibroblasts. Therefore, 7-day in vitro predegeneration is an advisable predegeneration period.
Diese »marktkorrigierende« Politik mündete auf der nationalstaatlichen Ebene in (unterschiedliche) Formen eines Sozialstaates oder auch -weiter gefassteines Wohlfahrtsstaates, dessen soziale (oder auch ökologische) Normen den Märkten Grenzen auferlegten, sie also wieder »einbetteten« in sozialverträgliche Formen ökonomischen Handelns. Im weiteren Sinne gehören zu diesen Sozialstaatsformen die unterschiedlichen Formen der sozialen Sicherungen (Alter, Krankheit, Arbeitslosigkeit), des Arbeitsschutzes und der Arbeitsbeziehungen und auch die staatliche Beschäftigungspolitik. Charakteristisch für den europäischen Integrationsprozess ist nun aber, dass es zwar im Rahmen der Vertragswerke seit den Römischen Verträgen 1957 und besonders seit der Einheitlichen Europäischen Akte und der Herstellung des gemeinsamen Binnenmarktes in den 90er Jahren erfolgreich gelungen ist, politisch die Freiheit der Märkte oberhalb der Ebene der Mitgliedstaaten durchzusetzen (im Sinne einer marktschaffenden Politik), dass aber zugleich eine marktkorrigierende Politik auf der europäischen Ebene bisher weitgehend versagt hat oder aber ausgeblieben ist. 1 Dies mag für einen neoklassisch orientierten Ökonomen kein Problem sein, erhofft er sich doch -wie dies in geradezu klassischer Weise der so genannte Cecchini-Report zur Herstellung des europäischen Binnenmarkts modellhaft seinerzeit dargestellt hat -erhebliche Wohlfahrtseffekte durch den ökonomischen Integrationseffekt. Dabei wird aber nicht in Rechnung gestellt, dass sich durch die Integration die exit-Optionen für die zuvor weitgehend nationalstaatlich eingebundenen Unternehmen erheblich erhöht haben und dadurch die nationalen Die europäische Integration ist seit der Montan-Union und den Römischen Verträgen Anfang und Mitte der 50er Jahre substanziell vor allem eine ökonomische Integration; die bekannten vier Freiheiten, die durch den Integrationsprozess durchgesetzt werden sollen, sind Freiheiten ökonomischer Faktoren (Waren, Arbeitskräfte, Dienstleistungen, Kapital), durch die ein gemeinsamer Markt hergestellt werden soll. Eine Freisetzung von Märkten hatte historisch im nationalen Rahmen aber immer Reaktionen der politischen Akteure zur Folge, durch die die negativen Folgen dieser Freisetzung der Märkte -oder in den Worten von Karl Polanyi: ihrer »Entbettung« -eingegrenzt oder gar aufgehoben werden sollten.
This paper examines the links between restructuring of production (post-Fordism), Europeanisation/globalisation of the economy and changes in the financial markets (financial market capitalism). It describes how, at European level, the greater scope for capital to relocate away from existing systems (labour markets, nation states), i.e. to make use of the ‘exit option’, dramatically shifts the balance of power between employees/trade unions and capital to the benefit of the latter. At the same time the paper also identifies the natural limits of the exit option that could offer trade unions scope for action.
