Este artigo objetiva refl etir sobre a articulação entre práticas de remuneração e a noção de competên-cias mediante a análise de um modelo organizacional. A crescente utilização da noção de competências como referência para a gestão de pessoas desperta o interesse na forma como se aplica ao processo de remuneração em face das limitações do sistema tradicional de remuneração num contexto de constantes mudanças. Por meio de pesquisa qualitativo-descritiva, tendo como principal instrumento para a coleta de dados a entrevista semi-estruturada, verifi cou-se que a vinculação entre remuneração e competências ocorre por meio processo de avaliação de desempenho, e que se fazem presentes várias contradições entre a concepção do modelo e sua aplicação, instigando uma discussão sobre a retórica e a realidade desse tipo de prática. Além disso, percebe-se a complexidade e a diversidade de variáveis envolvidas na arquitetura de um modelo de remuneração e sua operacionalização. The increased use of competencies´ notion as reference for human resources management raises the interest in how it is applied to compensation processes considering the limitations of the traditional model of remuneration in a context of constant changes. A qualitative-descriptive research was carried on based upon semi-structured interviews as the basic method for data collection. The results indicate that compensation and competencies articulation occurs through performance evaluation and there are many contradictions between the conception of the model and its application paving the way for a discussion about the rhetoric and the reality of this practice. RESUMOOs hospitais são a principal fonte de oferta de cuidado do sistema de saúde brasileiro. Os desafios crescentes em relação à contenção da escalada de custos, a necessidade de melhora na eficiência e a temática relativa à qualidade na oferta de serviços tem permeado o cotidiano dos gestores destas instituições. Além destes tópicos a gestão de recursos humanos surge como um elemento crucial que tem demandado melhoramentos, no que tange às ações de gestão. O presente trabalho aborda este ponto através de um estudo de caso em um hospital de urgência e emergência situado em Belo Horizonte. Os desafios atrelados à função de recursos humanos podem ser abordados por meio de ferramentas técnicas desenvolvidas, inicialmente, para o contexto industrial. O mapeamento de processos pode se configurar como uma ferramenta capaz de alavancar o processo de reorganização da função de recursos humanos junto às instituições hospitalares, para a promoção de uma reorientação de práticas com foco na melhoria dos resultados clínicos entregues à população demandante de serviços de saúde. The growing challenges regarding the containment of costs, the need for improved efficiency and topics relating to the provision of quality services has permeated the daily life of managers of these institutions. Besides these topics to human resource management emerges as a crucial element that has required improvements in terms of management actions. This paper addresses this point through a case study in a emergency hospital located in Belo Horizonte. The challenges linked to the human resource function can be addressed through techniques developed initially for industrial context. The mapping process can be configured as a tool to leverage the reorganization of the human resources
the studies reviewed suggest that healthcare provision will change over the coming years with regard to the categories analyzed. This will require adaptation on the part of health professionals, academics and service users.
The objective of this study was to analyze how management practices of human resources (HR) in health can be associated with efficiency in fulfilling the work process of family health teams in primary health care (PHC) strategy adopted in a Brazilian municipality. To do so, were analyzed indicators of HR vis-à-vis an efficiency score obtained from data envelopment analysis (DEA). The analysis model used was based on the dimensions of structure, process as sources of information about the quality of care delivery actions, considering Donabedian’s model of evaluation of health services. The results indicate that investment in training of professionals and fixation of doctors can contribute significantly to improve the efficiency indices obtained by the teams of the city. Despite the advances made in terms of human resource management (HRM) in health, still weigh several challenges for this strategy to be consolidated as a tool to make the Family Health Strategy (FHS) more effectively.
RESUMOO principal objetivo dessa discussão teórica foi verificar em que medida a Gestão de Recursos Humanos (GRH) contribui para o desempenho de hospitais na perspectiva da eficiência. A revisão de literatura tratou da inserção da eficiência como uma das possibilidades de avaliar o desempenho hospitalar. E também das prerrogativas para mensurar a contribuição de Recursos Humanos (RH) em organizações industriais e de saúde. Considerando esses objetivos iniciais foi feito um apanhado da literatura para identificar quais são as métricas usualmente utilizadas para tecer uma aproximação entre a gestão de recursos humanos e o desempenho de instituições hospitalares. Os indicadores levantados podem servir de ponto de partida para a elaboração de iniciativas dedicadas ao monitoramento de ações de gestão de recursos humanos na saúde. ABSTRACTThe main objective of this theoretical discussion was to determine to what extent the Human Resource Management (HRM) contributes to the performance of small hospitals considering the efficiency perspective. The literature review addressed the insertion efficiency as one of the possibilities to evaluate hospital performance. Also as a prerogatives to measure the contribution of Human Resources (HR) in industrial and health organizations. Considering these initial goals was made a review of the present literature to identify what are the metrics commonly used to define a connection between the human resource management and performance of hospitals. The raised indicators can serve as a starting point for the development of initiatives dedicated to the monitoring of human resources management actions on health.
