To meet the technical demands of rapid assessment on small and medium earthquake damages, this paper presents the comprehensive disaster evaluation method of on-spot human-computer interaction survey and remote sensing image analysis based on the GIS technology support in the small and medium earthquakes. By making full use of the advantages of existing data, emphasizing on the automatical identification of the unique texture features of small earthquakes with a combination analysis on high resolution images gained from unmanned aerial vehicles (uav) and the seismic damages, the new method results in the rank distribution of earthquakes by gaining the experienced parameter of local small-medium earthquakes based on the analysis of regional characteristics of texture features of remote sensing images. It is concluded that the evaluation method is more accurate and efficient for small and medium earthquake rapid disaster assessment.
A novel approach for proactive spatial information delivery is put forward. From the point of view of decisionmaking theory, spatial information delivery process can be seen as decision making and implementation. Note that the classic TOPSIS method in Multi-Attribute Decision-Making theory reveals two problems when applying in the delivery of spatial information and one is the difficulty of achieving ideal solution, and the other is the difficulty of getting spatial information utility degree. To solve the two problems, ideal solution is gotten through user profiles, and utility degree is obtained through the measurement of feature distances. So the proactive delivery decision-making based on the improved TOPSIS is proposed. The approach consists of following steps: data source collecting; user profile constructing; proactive delivery. Firstly, original data are collected by system, and useful information is refined; Secondly, user profiles are constructed on the basis of refined information; Thirdly, the utility degrees of spatial information for users and the pairs are achieved which are the information to be disseminated and the corresponding users. After proactive delivery decision making and subsequent delivery implementation, proactive delivery is consequently available.
