June 2012 Money Market Funds in Europe and Financial StabilityMMFs have long been subject to securities market regulations, the existing frameworks may need to be complemented and revised in order to address broader concerns related to financial stability. 4.As regards the next steps, the paper emphasises that the various policy options will have to be thoroughly assessed and carefully considered in the context of their potential impact on financial stability and market functioning. Several factors will have to be taken into account, such as moral hazard, competition, the impact on financing, regulatory obstacles and implementation challenges (particularly in a low interest rate environment), as well as the need for global consistency. 5.With regard to the ESRB, it could conduct further analysis on the role of MMFs in providing finance to the economy, the differences in MMF profiles and possible policy recommendations to strengthen their robustness, as well as the related macroprudential implications. This analysis could also serve as an input into the European Commission's consultation on shadow banking, which also considers the regulation of money market funds.
L’harmonisation européenne des règles de marché correspond à un besoin fort des acteurs. Des formes de normes existent également au niveau mondial et un certain nombre de forums internationaux prennent aujourd’hui une importance croissante. La mise en oeuvre dans les différents systèmes juridiques, réglementaires et prudentiels nationaux de « normes » édictées au niveau international, et la surveillance de leur application par les institutions financières sont en revanche toujours du ressort des autorités politiques nationales ou locales. Néanmoins, ce rôle déterminant pose la question de la légitimité et de la responsabilité des organismes internationaux producteurs de normes. La multiplication et l’internationalisation des sources de normes en matière bancaire et financière imposent également à l’industrie de restructurer l’organisation de sa représentation. Résumé L’organisation spatiale des institutions financières s’est modifiée sous l’influence de deux facteurs principaux : la hausse de la concurrence dans le domaine financier et l’essor des technologies de la communication. De plus en plus, les institutions financières sont incitées à délocaliser les activités les plus standardisées dans les villes où les coûts sont moins élevés par comparaison aux grands centres financiers traditionnels. Ce mouvement entraîne alors l’apparition de nouveaux centres financiers. À partir d’entretiens réalisés sur place, nous analysons les raisons du succès de l’International Financial Services Centre, créé à Dublin en 1987. De cette étude, il ressort que les aménageurs locaux et les économies d’agglomération jouent un rôle essentiel dans le développement et le maintien du centre financier.
