Pensar a formação tecnológica a partir da crítica sócio-filosófica com lastro teórico dialético e hermenêutico assentado em filósofos sociais contemporâneos – Bauman, Foucault, Beck, Sennett, Camin, Freire, entre outros – e clássicos – Rousseau e Bacon – amplamente reconhecidos, identificados às temáticas das políticas públicas e do poder, é movimento central desse ensaio. O debate analisa o uso comum e naturalizado para os termos políticas públicas, formação e tecnologia e os problematiza etimologicamente para ampliar as compreensões conceituais e suas imbricações com o poder. Para as políticas públicas discute-se a ação do Estado e sua constituição enquanto instituição do povo, de fundamento republicano, responsabilidade das três esferas de poder – executivo, legislativo e judiciário – corresponsáveis na gestão pública e na segurança da implementação e desenvolvimento das políticas. A formação tecnológica é compreendida como política pública de responsabilidade dos setores educacionais – universidades e escolas – que devem estar atentos para as guinadas constantes, voláteis e diluídas do mercado capitalista enquanto centralizador e manipulador de dados, informações, ideias e comportamentos e não deslindar para a lógica do treinamento. Formar com as tecnologias para o desenvolver da humanidade em cada indivíduo e da coletividade preocupada com a condição humana é central nesta tematização que alerta sobre o perigo de formar para a tecnologia com o sentido que lhe atribui o atual mercado consumista.
