Italy and Poland present similarly weak minimum income protection models, yet this results from two different policy trajectories in the last 15 years: both countries actually introduced a minimum income scheme (MIS) between the late 1990s (Italy) and the early 2000s (Poland), but later developments were characterized by policy reversal in the Italian case vis-à-vis institutionalization in Poland. The paper therefore addresses two intertwined puzzles. First, in the light of very different background conditions, which factors help understand the convergent process towards the introduction of MIS? Second, what explains remarkable divergence in the subsequent phase? Challenging previous claims about the limited scope of political competition dynamics in the field of social assistance, due to generally narrow constituencies and limited political mobilization, we contend that political competition dynamics are key factors in order to make sense of both convergent and divergent trajectories in the two diverse phases.

Shortages of health workers in Western Europe have been addressed, in part, by recruitment from New Member States. In addition to concerns regarding social dumping and cohesion, the loss of human capital and subsequent deleterious impact on services poses a new challenge for trade unions. The aim of this article is to examine the strategies and interventions of health worker trade unions in five countries: Hungary, Latvia, Poland, Romania and Slovakia. Union capacity is analysed through the dimensions of structural power (ability to cause disruption through industrial action); institutional power (lobbying and negotiating with appropriate bodies); and coalitional power (mobilizing support across borders with labour and non-labour organizations). While structural power is generally weak, the deployment of institutional and coalitional power has been more varied across the five countries.

The article examines whether gender might be a key to understanding the different patterns of protests organized by miners and nurses, two active occupational groups that are characteristically masculine and feminine, respectively. The gender division does not imply symmetry, as the situations of women and men on the labour market and in the trade union movement are different. The article identifies differences and similarities between these two groups in terms of discourse and tactics and the general strategy and outcomes of strike and protest actions within a framework that enables us to study both occupations and their trade unions in terms of hegemonic masculinity theory. Can the gendered character of protests be one key to understanding the successes or failures of the trade union movement? The theory of hegemonic masculinity is used to analyse the organization and reception of strikes and protests by nurses and miners.

Dwa znaczące protesty społeczne, które miały miejsce w Polsce w ostatnich latach – masowa mobilizacja kobiet przeciwko zakazowi aborcji i okupacja budynku Sejmu przez opiekunów osób niepełnosprawnych – nazywano strajkami. W artykule analizujemy wydarzenia związane ze Strajkiem Kobiet w 2016, 2017 i 2018 roku oraz strajk Rodziców Osób Niepełnosprawnych z 2018 roku, ujmując strajk jako formę protestu. Dlaczego obydwa protesty nazwano strajkami i jakie są implikacje określania ich przy użyciu terminologii z zakresu sporów zbiorowych? W Polsce strajki są formą zbiorowego, zinstytucjonalizowanego konfliktu pracowników najemnych, organizowanego wyłącznie przez związek zawodowy zarejestrowany w określonym miejscu pracy, a ich przedmiotem mogą być wyłącznie sprawy związane z miejscem pracy, nie zaś sprawy polityczne i znajdujące się poza gestią pracodawcy. Strajk Kobiet i protest Rodziców Osób Niepełnosprawnych nie były strajkami de iure, odrzucały jednak podział na produkcję (pracę najemną) i reprodukcję (praca nieodpłatna), co nadało szczególne znaczenie „odmowie pracy”, jaka miała wówczas miejsce. Użycie koncepcji strajku i stworzenie przestrzeni łączącej różne działania związane z walkami o prawa pracownicze i reprodukcyjne skutkowało upodmiotowieniem protestujących. Interpretujemy to jako strategię przejęcia typowych akcji protestacyjnych zarezerwowanych wcześniej dla pracowników najemnych.
