Objetivo: O estudo teve por objetivo propor a sistematização dos custos da Pesquisa Nacional por Amostra de Domicílios Contínua desenvolvida pelo IBGE em Florianópolis, Santa Catarina. Procedimentos Metodológicos: A PNADC compõe o portfólio de trabalhos desenvolvidos pelo Instituto Brasileiro de Geografia e Estatística, e caracteriza–se como objeto desse estudo. A pesquisa é do tipo descritiva, realizada por meio de um estudo de caso e documental, com abordagem qualitativa e a quantitativa. A coleta de dados ocorreu por meio da extração de informações em sistemas gerenciais internos e do Governo Federal, além de relatórios, planilhas e documentos organizacionais. Resultados: A proposta de sistematização de custos consiste em algumas etapas que iniciam com a identificação de todos os gastos; na sequência, esses gastos são classificados entre custos diretos – prontamente atribuídos ao objeto de custo – e indiretos para os quais foi necessário estabelecer um critério de rateio. O critério utilizado foi a carga de trabalho do órgão em Santa Catarina, ou seja, quantos questionários foram colhidos em cada pesquisa realizada pelo Instituto. Após a definição do método de distribuição dos custos indiretos, atribui–se os custos diretos e indiretos e calculou–se o quanto a PNADC em Florianópolis custou em 2017. Por meio da divisão entre o custo total da PNADC pelo número de questionários coletados nos domicílios sob a alçada de Florianópolis, chegou–se ao valor de R$ 261,89 por questionário respondido. O custo de cada questionário proporciona embasamento para projeção de custo total da pesquisa em cada período, relacionando o tamanho da amostra, o tempo para coleta, o corpo técnico e os recursos necessários para sua execução. Originalidade: O assunto custos no setor público é recente e incipiente, apesar das primeiras publicações da década de 60, haja vista as questões que devem ser discutidas, refletidas e elucidadas. O tratamento no âmbito das pesquisas domiciliares, e mesmo das estatísticas oficiais, é escasso.
RESUMOEste estudo teve como objetivo diagnosticar o atual processo de apuração de custos no IBGE, bem como fazer proposições nesse sentido a partir da Pesquisa Nacional por Amostra de Domicílios Contínua (PNADC) em Florianópolis, Santa Catarina. A pesquisa é descritiva, realizada por meio de estudo de caso e pesquisa documental, com abordagem predominantemente qualitativa. As informações obtidas foram coletadas nos relatórios extraídos dos sistemas até então existentes, pois há carência de informações detalhadas de custos. Assim, conforme o contexto analisado e a disponibilidade de consultas, este estudo aplica-se somente ao recorte selecionado. Os dados foram analisados por meio da técnica de análise descritiva. Por intermédio do modelo proposto, pode-se aplicar à PNADC no resto do Estado, observando as particularidades das atividades no interior e avaliando quais os custos diretos e indiretos nesse caso. O critério para a distribuição dos custos indiretos aplica-se mesmo nesses casos, já que a carga de trabalho é o fator compartilhado a todas as pesquisas, em todos os níveis. Ainda, para as outras pesquisas também a proposta de sistematização de custos resultante desse estudo pode ser replicada. É indispensável avaliar os processos envolvidos em cada uma delas, especialmente quanto à mão de obra, recurso que mais impacta os custos do órgão, pois, para cada trabalho, utiliza-se de maneira e frequência diferentes.Palavras-chave: custos públicos; diagnóstico; proposições; PNADC. ABSTRACTThe purpose of this study was to diagnose the current process of costing in the IBGE, as well as to make proposals in this sense based on the Continuous National Survey by Sample Domiciles (PNADC) in Florianópolis, Santa Catarina. The research is descriptive, carried out through a case study and documentary research, with a predominantly qualitative approach. The information obtained was collected in the reports extracted from the systems until then, because there is a lack of detailed information of costs. Thus, according to the context analyzed and the availability of queries, this study only applies to the selected clipping. Data were analyzed using the descriptive analysis technique. Through the proposed model, it can be applied to the PNADC in the rest of the State, observing the particularities of the activities in the interior and evaluating the direct and indirect costs in this case. The criterion for the distribution of indirect costs applies even in these cases, since the workload is the factor shared by all the surveys, at all levels. Still, for the other researches also the proposal of systematization of costs resulting from this study can be replicated. It is essential to evaluate the processes involved in each one of them, especially in terms of labor, which has the most impact on the costs of the organ, since each work is used in different ways and frequencies.
