No net loss (NNL) biodiversity policies mandating the application of a mitigation hierarchy (avoid, minimize, remediate, offset) to the ecological impacts of built infrastructure are proliferating globally. However, little is known about their effectiveness at achieving NNL outcomes. We reviewed the English‐language peer‐reviewed literature (capturing 15,715 articles), and identified 32 reports that observed ecological outcomes from NNL policies, including >300,000 ha of biodiversity offsets. Approximately one‐third of NNL policies and individual biodiversity offsets reported achieving NNL, primarily in wetlands, although most studies used widely criticized area‐based outcome measures. The most commonly cited reason for success was applying high offset multipliers (large offset area relative to the impacted area). We identified large gaps between the global implementation of offsets and the evidence for their effectiveness: despite two‐thirds of the world's biodiversity offsets being applied in forested ecosystems, we found none of four studies demonstrated successful NNL outcomes for forested habitats or species. We also found no evidence for NNL achievement using avoided loss offsets (impacts offset by protecting existing habitat elsewhere). Additionally, we summarized regional variability in compliance rates with NNL policies. As global infrastructural expansion accelerates, we must urgently improve the evidence‐base around efforts to mitigate development impacts on biodiversity.
In conservation understanding the drivers of behavior and developing robust interventions to promote behavioral change is challenging and requires a multifaceted approach. This is particularly true for efforts to address illegal wildlife use, where pervasive—and sometimes simplistic—narratives often obscure complex realities. We used an indirect questioning approach, the unmatched count technique, to investigate the drivers and prevalence of wildlife crime in communities surrounding 2 national parks in Uganda and combined scenario interviews and a choice experiment to predict the performance of potential interventions designed to tackle these crimes. Although poverty is often assumed to be a key driver of wildlife crime, we found that better‐off households and those subject to human–wildlife conflict and those that do not receive any benefits from the parks’ tourism revenue sharing were more likely to be involved in certain types of wildlife crime, especially illegal hunting. The interventions predicted to have the greatest impact on reducing local participation in wildlife crime were those that directly addressed the drivers including, mitigating damage caused by wildlife and generating financial benefits for park‐adjacent households. Our triangulated approach provided insights into complex and hard‐to‐access behaviors and highlighted the importance of going beyond single‐driver narratives.
Governments, businesses, and lenders worldwide are adopting an objective of no net loss (NNL) of biodiversity that is often partly achieved through biodiversity offsetting within a hierarchy of mitigation actions. Offsets aim to balance residual losses of biodiversity caused by development in one location with commensurate gains at another. Although ecological challenges to achieve NNL are debated, the associated gains and losses for local stakeholders have received less attention. International best practice calls for offsets to make people no worse off than before implementation of the project, but there is a lack of clarity concerning how to achieve this with regard to people's use and nonuse values for biodiversity, especially given the inevitable trade-offs when compensating biodiversity losses with gains elsewhere. This is particularly challenging for countries where poor people depend on natural resources. Badly planned offsets can exacerbate poverty, and development and offset impacts can vary across spatial-temporal scales and by location, gender, and livelihood. We conceptualize the no-worse-off principle in the context of NNL of biodiversity, by exploring for whom and how the principle can be achieved. Changes in the spatial and temporal distribution of biodiversity-related social impacts of a development and its associated offset can lead to social inequity and negatively impact people's well-being. The level of aggregation (regional, village, interest group, household, and individual) at which these social impacts are measured and balanced can again exacerbate inequity in a system. We propose that a determination that people are no worse off, and preferably better off, after a development and biodiversity offset project than they were before the project should be based on the perceptions of project-affected people (assessed at an appropriate level of aggregation); that their well-being associated with biodiversity losses and gains should be at least as good as it was before the project; and that this level of well-being should be maintained throughout the project life cycle. Employing this principle could help ensure people are no worse off as a result of interventions to achieve biodiversity NNL.
Mountain gorillas Gorilla beringei beringei are Critically Endangered, with just two small populations: in Bwindi Impenetrable National Park in south-western Uganda and the nearby Virunga Volcanoes on the borders with Rwanda and Uganda. A survey of the Bwindi population was carried out in 2002 and results were compared with the previous census in 1997. Our estimate of total population size increased over that period by c. 7% to 320 individuals and the structure and distribution of the population were largely unchanged. Signs of human disturbance were more common in 2002 than 1997, and gorillas tended to be found in areas of relative low disturbance. This suggested that disturbance could be a constraint on population growth and distribution but demographic stochasticity may also be responsible for the observed level of population change over a short time period. Other potential limiting factors, including habitat availability and disease, are discussed. While conservation activities in Bwindi have probably contributed to the stability of the population, strengthening of law enforcement and continued vigilance are needed to ensure the population's long-term growth and survival.

The upcoming Convention on Biological Diversity (CBD) meeting, and adoption of the new Global Biodiversity Framework, represent an opportunity to transform humanity's relationship with nature. Restoring nature while meeting human needs requires a bold vision, including mainstreaming biodiversity conservation in society. We present a framework that could support this: the Mitigation and Conservation Hierarchy. This places the Mitigation Hierarchy for mitigating and compensating the biodiversity impacts of developments (1, avoid; 2, minimize; 3, restore; and 4, offset, toward a target such as "no net loss" of biodiversity) within a broader framing encompassing all conservation actions. We illustrate its application by national governments, sub-national levels (specifically the city of London, a fishery, and Indigenous groups), companies, and individuals. The Mitigation and Conservation Hierarchy supports the choice of actions to conserve and restore nature, and evaluation of the effectiveness of those actions, across sectors and scales. It can guide actions toward a sustainable future for people and nature, supporting the CBD's vision. THE NEED FOR TRANSFORMATIVE CHANGE FOR BIODIVERSITYThere is overwhelming evidence that human actions are driving a crisis for biodiversity, and that transformative change is needed. 1,2 The post-2020 Global Biodiversity Framework should be agreed at the UN Convention on Biological Diversity's (CBD) upcoming 15th Conference of the Parties. The Global Biodiversity Framework will hopefully provide the necessary impetus for transformative change not just for nations but for corporations, industries, and the general public. The idea of integrating a "net outcomes" ambition into this global plan has gained ground, [3][4][5] with conservation organizations calling for a "nature-positive" Global Goal for Nature by 2050 (https://www. naturepositive.org).Ambitious conservation goals must translate into real-world action. 6,7 Very few elements of the CBD's existing Strategic Plan for Biodiversity for 2011-2020 have been successfully ll
Unauthorized use of natural resources is a key threat to many protected areas. Approaches to reducing this threat include law enforcement and integrated conservation and development (ICD) projects, but for such ICDs to be targeted effectively, it is important to understand who is illegally using which natural resources and why. The nature of unauthorized behavior makes it difficult to ascertain this information through direct questioning. Bwindi Impenetrable National Park, Uganda, has many ICD projects, including authorizing some local people to use certain nontimber forest resources from the park. However, despite over 25 years of ICD, unauthorized resource use continues. We used household surveys, indirect questioning (unmatched count technique), and focus group discussions to generate profiles of authorized and unauthorized resource users and to explore motivations for unauthorized activity. Overall, unauthorized resource use was most common among people from poor households who lived closest to the park boundary and farthest from roads and trading centers. Other motivations for unauthorized resource use included crop raiding by wild animals, inequity of revenue sharing, and lack of employment, factors that created resentment among the poorest communities. In some communities, benefits obtained from ICD were reported to be the greatest deterrents against unauthorized activity, although law enforcement ranked highest overall. Despite the sensitive nature of exploring unauthorized resource use, management‐relevant insights into the profiles and motivations of unauthorized resource users can be gained from a combination of survey techniques, as adopted here. To reduce unauthorized activity at Bwindi, we suggest ICD benefit the poorest people living in remote areas and near the park boundary by providing affordable alternative sources of forest products and addressing crop raiding. To prevent resentment from driving further unauthorized activity, ICDs should be managed transparently and equitably.
Conflicts between protected-area managers and local people are common, but the drivers of conflict are rarely analyzed. This limits opportunities to identify strategies that reduce conflict and the magnitude of resulting threats to conservation. Integrated conservation and development (ICD) was adopted at Bwindi Impenetrable Forest, Uganda, to reduce conflict during gazettement of the national park, but the success of this approach remains contested. We retrieved documents of conflict written by park staff and local people from 1986 through 2000 (before, during, and after gazettement). We extracted data on 48 incidences of violent conflict and categorized them by gazettement period, area, instigator, and type to undertake a historical analysis of the triggers of violent conflict at Bwindi. Before and during gazettement, local villagers instigated most of the conflict incidents when law-enforcement efforts sought to halt commercial activities within Bwindi. No conflict arose from the arrest of villagers collecting subsistence resources during these periods. After gazettement, prohibitions on commercial activities continued to drive conflict even though villagers collecting subsistence resources were arrested more frequently than before gazettement, and local attitudes toward the park had improved following receipt of ICD benefits. Law-enforcement efforts targeted commercial activities to reduce this threat to Bwindi's mountain gorillas (Gorilla beringei beringei), although the activities remained important income sources for people in villages near Bwindi. Losing commercial income following gazettement therefore appeared to be their primary motivation for instigating conflict with park rangers. Prohibitions on subsistence resource use triggered conflict less often. Our use of typologies for a multivariate conflict analysis demonstrates that by identifying differences between effects of conservation as drivers of conflict, conflict analysis can enable a more strategic deployment of conflict-resolution measures that could further conservation efforts. At Bwindi targeting ICD toward individuals who lost benefits from commercial activities may strengthen the role of ICD in conflict resolution and conservation.
