<div class="page" title="Page 1"><div class="layoutArea"><div class="column"><p><span>Este artículo analiza el fenómeno del liderazgo político en el marco del mundo de la globalización atemperada y limitada, a raíz de la crisis sanitaria global causada por la pandemia de la Covid-19. Como resultado de dicha pande- mia, y de cambios anteriores a ésta, se transita hacia un mundo que se caracteriza por profundas transformaciones globales, así como por el recurrente protagonismo de los Estados e instituciones nacionales y de los liderazgos políticos, los cuales centran nuestra atención a través de dos preguntas: ¿qué rasgos definen el contexto sociopolítico en el que los liderazgos políticos han de actuar?, ¿qué cualidades y estilos requieren incorporar dichos liderazgos ante los retos actuales? Atendiendo a ambas preguntas, en primer lugar, se analizan los factores contextuales en clave nacional y global del liderazgo. Luego, se delimita el contexto y el concepto de globalización y se argumenta cómo ello contri</span>buye a entender las vigentes dinámicas políticas. En tercer lugar, se revisan las teorías sobre el liderazgo y éste es conceptualizado a la luz del nuevo mundo. Finalmente, se reflexiona sobre el presente contexto, las cualidades y estilos del liderazgo.</p></div></div></div>
El uso de nuevas tecnologías en la universidad es hoy en día una competencia instrumental básica para los estudiantes. Sin embargo, es poco frecuente que se oriente a los docentes en el mundo de las aplicaciones informáticas. Esta propuesta pedagógica se basa en una selección de aplicaciones que pueden ser de interés para el análisis de políticas públicas e intenta mantener cierto equilibrio entre pedagogía y tecnología. Dichas aplicaciones permiten trabajar diferentes competencias relacionadas con el ciclo de políticas públicas y con temas más transversales como los actores, las instituciones, las ideas y la territorialidad de la acción pública. Cada aplicación es evaluada en función de su gratuidad, su accesibilidad y su estabilidad –además de introducir comentarios sobre su interfaz gráfico y su manejo–.
Este trabajo comienza con una reflexión sobre "las mujeres y la política local”. En particular, se presentan los debates teóricos referidos al concepto de subrepresentación.El propósito de este estudio es examinar la desigualdad entre géneros en los cargos públicos locales (las estadísticas muestran bajas tasas de alcaldesas en todo el mundo). Se observa cómo, en el ámbito político municipal, hay algunos factores que afectan a la participación femenina: barreras culturales e institucionales, aspectos de los sistemas políticos o el sistema de reclutamiento partidista.Este artículo pretende repensar cómo se ha estudiado tradicionalmente la representación de las mujeres, prestando especial atención a las alcaldesas. Se propone una agenda para la investigación futura. Finalmente, la última sección examina el caso español.
Con el paso de los años, el análisis de políticas públicas ha entrado a formar parte del núcleo duro de las enseñanzas universitarias en ciencias sociales y políticas. Sin embargo, La vertiente pedagógica de las políticas públicas ha sido poco debatida en la literatura especializada. Este artículo cuestiona esta situación de vacío de tres formas. Primero, realiza un recorrido que detalla el proceso histórico de consolidación del análisis de políticas públicas en España. A continuación, analiza los pocos estudios reflexivos disponibles sobre la didáctica de esta disciplina. Para acabar, presenta las diferentes aportaciones realizadas por los expertos españoles y extranjeros contactados para realizar este número especial.
