Los actuales sistemas de indicadores urbanos tienden a enfocarse en el análisis de grandes ciudades y metrópolis, dejando de lado la diversidad de territorios urbanos y rurales en los cuales vive una gran parte de la población. En el caso colombiano, se presenta además una falta de información a nivel municipal, que implica una seria dificultad para la formulación y actualización de los planes de ordenamiento territorial de los municipios con menos recursos. Este trabajo propone una serie de indicadores, inspirada en el Índice de Prosperidad Urbana, pero adaptada a la diversidad de municipios y a la disponibilidad de datos estadísticos en Colombia. El análisis de los resultados obtenidos, y en particular de la interrelación entre variables territoriales y socio-económicas, ha ofrecido una nueva visión del territorio, permitiendo identificar, a través de un análisis de clúster, cuatro clases de municipios rurales, diferenciados por sus características sociales y económicas. Si bien el método planteado no llega a un nivel de detalle suficiente para un diagnóstico a nivel municipal, define unos niveles que pueden tomarse como referencia para un diagnóstico más específico, y ayudar a disminuir la falta de información de que sufren los municipios, no sólo de Colombia, sino también de muchos países en vías de desarrollo.
