The article investigates and analyzes the challenges which face the national higher education as a sector of economic activity and management, reveals the contents of system of educational managers’ competences and its further development in view of national traditions and achievements and modern aspects of economic culture formation as an important socio-economic problem. The authors attempt to determine the place and importance of economic culture in the structure of the general culture of a person in the context of educational globalization. They propose to consider categorical matrix of economic culture and a theoretical model of a cluster component of economic culture.
En el presente ensayo se reflexiona sobre los cambios que a nivel geopolítico y económico tendrá la pandemia del covid-19. Las transformaciones posibles en los sistemas educativos y la educación, su papel social, económico y político en la nueva reconfiguración global. A partir del supuesto de la creciente desigualdad entre países, comunidades y grupos sociales, se indaga sobre los efectos diferenciales que tendrá la pandemia en los sistemas de salud, educativos y del sistema socioeconómico en su conjunto. Se concluye en la necesidad de que se fortalezcan los sistemas de seguridad social, incluyendo la salud y educación. Que los desafíos de estos tiempos de confinamiento nos lleven a revalorar la vida, la salud y el bienestar de las personas por encima de los intereses económicos.

<p><em>This work is an advance of research in process about how is the incorporation for the use of Information Technologies and Communication (ICTs) by teachers of basic education in Jalisco State in their educational practice. The problematicalis delimited, by two factors: the level of infrastructure and equipment of schools and on the other hand, the attitudes of teachers towards ICTs.</em></p><p><em>It seek investigate as the main purpose, how the teachers appropriated technologies from different programs for the use of ICTsthat has implemented by the Secretary of Public Education in their teaching. It is assumed that the reforms are not hegemonic mechanisms that permeate the educational practices but are contexts, attitudes that enable to teachers of basic education the differentiated appropriation of ICT.</em></p><p> </p>
