O artigo discute as mudanças que ocorreram durante a pandemia da COVID-19 na legislação educacional, financiamento e restrições de presença, o que gerou uma situação atípica nas instituições de ensino superior. O objetivo é analisar as condições institucionais, familiares e de políticas públicas que os pesquisadores das universidades públicas estaduais mexicanas têm enfrentado na produção do conhecimento. Os resultados deste estudo quantitativo e explicativo são que 52% dos pesquisadores consideram que o confinamento não os ajudou a melhorar sua produtividade acadêmica em termos quantitativos; para 96% o Home Office aumentou suas horas de trabalho; 64% adiaram sua produtividade acadêmica devido às condições familiares, e 75% mencionam que as políticas públicas derivadas da pandemia alteraram seus projetos de pesquisa.
La contingencia sanitaria por COVID-19 obligó a las Instituciones de Educación Superior (IES) a realizar cambios en sus modalidades de enseñanza, debido a que todas las instituciones hay una presencialidad restringida.Ante este panorama, SEP y ANUIES aplicaron un cuestionario a 582 instituciones públicas y privadas de todo el país con el objetivo de identificar las acciones implementadas para mantener los servicios educativos ante el COVID-19. En este trabajo se realiza un análisis documental para la caracterización del fenómeno, mediante una investigación exploratoria y descriptiva, se evalúan las acciones implementadas por las IES durante la pandemia y se construye una categorización de las mismas; se analizan las estrategias implementadas, los procesos de toma de decisión al interior de las IES, los retos y la forma en la cual fueron enfrentados así como un análisis de la continuidad de la actividad docente.
