Com a intensificação da Gestão de Riscos (GR) no setor público, observa-se a necessidade em se adaptar práticas de modelos reconhecidos em GR para realidade das instituições públicas. O presente trabalho objetiva apresentar a aplicação e os resultados de uma proposta de framework para o Processo de Gestão de Riscos em uma Instituição Federal de Ensino Superior. Esse trabalho é qualitativo e aplicado, sua abordagem metodológica é o estudo de caso e para a coleta dos dados foi adotada a estratégia da triangulação e do grupo focal, observação participante e questionário semiestruturado. Do mesmo modo, essa pesquisa também é descritiva do ponto de vista de seus resultados, sendo os dados analisados na ótica da Análise de Discurso e Análise de Conteúdo. Por fim, os resultados apresentam o detalhamento da aplicação do framework na instituição com o desdobramento de dez etapas sustentadas pela literatura e perspectiva da equipe, demonstrando ainda que o framework trouxe ganhos em relação ao cumprimento dos objetivos organizacionais quanto ao gerenciamento de riscos e aumento da eficiência dos processos.
This article aims to analyze the perception of a franchise on building strategies located around practices experienced by referencing franchisor's standards and regional reality. There is a complexity in the relationship between franchisee and franchisor in a franchise system and its implications in the strategies developed by these actors. This qualitative research adopted the theoretical approach called Strategy as Practice, which seeks to understand the strategy considering its stakeholders (practitioners), practices established and incorporated in addition to the practice that represents the effective implementation of strategic actions, socially constructed and reconstructed. For data collection, in-depth open interviews were conducted with the owner of two franchise stores, located in a city in the Brazil´s Northeast. The data were analyzed and categorized according to feedback from the franchisee on how he responds to practices imposed by the franchise system. As a result, four categories were identified that represent relevant practices: workshops sponsored by the franchisor, the franchisee's annual planning, visiting consultants, and business strategies for sales. It was concluded that although there is considerable control of the franchisor on its franchisees, many of the practices of the franchise system are adapted and transformed in practice by the franchisee, often in a different way than was originally imposed. We emphasize the importance of strategy as practice approach in understanding the construction and interpretation of the strategy in a franchise system based on social relationships developed in this system.
This work aims to evaluate the conceptual contributions from the area of System Dynamics (SD) to the Resource Based-View (RBV) Theory, a field of study in the Strategy area. With that aim in mind, a literature review of the Strategy field in the latest years was carried out and the contributions that SD can offer in this context were analyzed. Specifically, the strategic architecture proposed by Warren (2002) is presented: it employs the two concepts to make the analysis of dependencies between resources and their dynamic impacts on organizational performance possible. As a result, it was observed that some aspects that are not addressed by the RBV theory can receive important contributions from SD, such as the opportunity to build strategic models that permit simulation, making the analysis of the interdependence between tangible and intangible resources possible, considering not only the performance of the company at a point in time, but its temporal trajectory and dynamics. This work, therefore, proposes to extend the studies on the applications of its results in the Strategy teaching area, through the use of educational simulators which are based on those two
