La cultura organizacional se ha posicionado como un asunto estratégico por su potencial para el desarrollo de las empresas, su estudio en países emergentes como Colombia ha cobrado relevancia, pero son insuficientes las investigaciones científicas sobre el particular. El propósito de este artículo es responder ¿cómo y de qué tipo es la cultura organizacional de nuestras empresas? Metodológicamente se realizó un estudio empírico desde el paradigma lógico-positivista a fin de conocer las percepciones de la gente acerca de la realidad estudiada, mediante la aplicación de encuestas en 465 empresas colombianas ubicadas en 29 departamentos, para lo cual se hizo una adecuación del instrumento OCAI (Organizational Culture Assessment Instrument), basado en el enfoque de valores en competencia. Las medidas de validez y confiabilidad soportaron la consistencia de los constructos utilizados y su fiabilidad. Se encontró que el tipo de cultura jerárquica es la dominante en las empresas colombianas, aunque se identificó la presencia de otras culturas, como la clan, la adhocrática y la de mercado, al clasificarlas por tamaño, sector y tipo de organización. La novedad del estudio está en la comparación de culturas clasificándolas por tamaño, sector económico y tipo de empresa (familiares versus no familiares),además de brindar hallazgos útiles para comprender mejor el tejido empresarial colombiano, con el potencial para enriquecer las estrategias de fortalecimiento.
El presente artículo es producto de una revisión de la literatura reciente sobre el empoderamiento organizacional y social como instrumentos para que los individuos en el ámbito organizacional y social participen e incidan en las decisiones que los afectan y se conviertan en actores del desarrollo. Ha sido construido con el objetivo de realizar una aproximación conceptual que informe la evolución histórica de las categorías empoderamiento, empoderamiento social y empoderamiento organizacional, desde una perspectiva socioformativa, acompañado de una posición sociocrítica y transformativa para alcanzar la sustentabilidad, que plantea la oportunidad estratégica de articular el empoderamiento organizacional con el empoderamiento social para dinamizar los espacios e instancias de participación social y comunitaria que permitan profundizar y optimizar el sistema democrático en los países latinoamericanos. El estudio se basó en un análisis documental que pone en evidencia el empoderamiento social como facultamiento de las personas en una sociedad para la participación política, social y económica y la articulación de las tres hélices del desarrollo (sector empresarial, gobierno y sociedad civil). Se concluyó que, de existir voluntad política de los gobiernos, de los propietarios y administradores de las organizaciones empresariales y de las organizaciones sociales, como las de carácter académico, y de las ciudadanías, los procesos de empoderamiento individual, organizacional y social constituyen una oportunidad estratégica para impulsar procesos de cambio organizacional y social que permitirán profundizar y mejorar la calidad de la democracia, erradicar o controlar la corrupción política y administrativa que tanto daño causa, enfrentar con éxito la pobreza y la desigualdad y en últimas, facilitar el bien común, la prosperidad y la justicia social.
El presente artículo muestra un análisis sobre las estrategias de reforma al Estado y la administración pública en los países latinoamericanos planteada por el neoliberalismo en la década de los noventa del siglo XX, las doctrinas sobre Nueva Gerencia Pública (NGP) formuladas en el contexto de la reforma para mejorar el desempeño de la administración pública y el relacionamiento de las doctrinas administrativas con la política. El análisis se hace a partir de tres preguntas orientadoras: 1. ¿Cuál es el contexto de las reformas al Estado y a la administración pública propuestas por el neoliberalismo a finales del siglo XX? 2. ¿Cuáles son las características de las reformas planteadas por la Nueva Gerencia Pública para el rediseño de la administración pública? y, 3. ¿Cómo se articularon las reformas y la nueva gerencia pública con el clientelismo y el patrimonialismo característicos del sistema político? La tesis planteada es que la reforma del Estado y la administración pública se enfocó en la dimensión económica antes que en las instituciones administrativas y terminaron convirtiéndose en instrumentos de fortalecimiento del poder electoral de la élite gobernante colombiana, en detrimento de la función pública, el trabajo decente y los derechos laborales. La metodología es descriptiva y analítica, sirviéndose de la revisión documental para poner a dialogar autores, plantear relaciones entre categorías conceptuales y presentar algunas percepciones y análisis de los autores producto de su experiencia investigativa tipo consultoría.
Religious changes are an unavoidable part of social life that follows the progression of social history. The religious lives of the ethnic minorities in the Central Highlands are changing in a variety of ways and at various levels. This article uses analytical and synthetic research methodologies to examine the following aspects of the ethnic minorities’ religious lives in the Central Highlands: the significant shift from polytheism to monotheism and religious diversity; transformation of religious beliefs and practices; transformation of ecclesiastical institutions and communities in religions. Thereby, the face of beliefs and religious lives, as well as the impact of religious transformation on the lives of ethnic minorities in the Central Highlands of Vietnam today has been clarified.
