We present a review of the regulation of general acceptance payment cards in Mexico. We find that there are distortions that may justify public intervention. The market for payment cards is underdeveloped and the usage of debit cards at POS is restricted. Also, the structure of the interchange fee (IF) may hinder POS deployment and limit debit card usage. Banco de Mexico (BM) has regulatory jurisdiction over the payment systems. BM has introduced transparency in banks' charges and removed restrictions to participation. Regarding IF, the Association of Mexican Banks has reduced it without direct regulation.
El presente trabajo analiza la experiencia mexicana en el desarrollo de mecanismos para compartir información crediticia, denominados burós de crédito o Sociedades de Información Crediticia (SIC); para ello, se estudia el origen, evolución y funcionamiento de estas instituciones tanto a nivel teórico, como de experiencia internacional. Los burós de crédito permiten enfrentar los problemas de información asimétrica que conlleva la actividad crediticia; la identificación de los individuos impone una mayor disciplina de pago, permite un mejor análisis de riesgo y reduce el costo del crédito, todo lo cual redunda en una asignación de recursos más eficiente. Cuando el mercado es suficientemente amplio y los sujetos de crédito son heterogéneos o de alta movilidad las SICs pueden tener un origen privado y espontáneo; si este no fuera el caso, las autoridades financieras pueden formar un Registro Público de Información Crediticia (RPIC) de participación obligatoria. La experiencia internacional que se presenta, muestra que existe una estrecha correlación entre la profundidad del mercado de crédito y el desarrollo de mecanismos para compartir información; indica también que los países que poseen burós de origen privado, cuentan con mayor profundidad informativa que aquellos que poseen un RPIC; adicionalmente, en todos los países se observa una tendencia hacia la concentración industrial. En México el crédito ha tenido una importancia limitada; por tanto, los mecanismos de información presentan una profundidad baja. Desde 1964 el Banco de México ha operado un RPIC, el cual posee una cobertura restringida. La expansión del crédito de principios de los años noventa evidenció las restricciones informativas, por lo que, de 1993 a 1998, se conformó una regulación que promueve la entrada de SICs y fomenta la formación de bases de datos amplias. Desde entonces, tres empresas han entrado al mercado. Una de ellas, el Buró de Crédito, es resultado de la asociación de los bancos comerciales mexicanos con Trans Union y Dunn and Bradstreet; esta SIC, ha mostrado un gran dinamismo, desplazando al RPIC y cubriendo algunos segmentos de información distintos. Las otras dos empresas han salido del mercado. Esto parece indicar que el sistema crediticio mexicano actualmente es muy pequeño para permitir la supervivencia de varias empresas de información. Aunque es aún muy pronto para evaluar la regulación, puede afirmarse que hoy en día se cuenta con mejor cobertura que la que existía a principios de la década de los noventa. El fortalecimiento de esta industria es una condición necesaria pero no suficiente para reactivar el crédito; sin embargo, en tanto el crédito no se eleve, el desarrollo del sector encontrará un límite cuando se llene el vacío de información que hoy aún existe.
This paper argues that thresholds in financial contracts act as implicit nudges in consumers’ decisions. Exploiting a regulatory change to credit card minimum payments in Mexico, we find that a 1-percentage point change in minimum payments leads to a 0.87-percentage point change in actual payments, both expressed as a percentage of total balances. We decompose the effect of minimum payments into a constraining effect and a reference effect. The former captures the effect of minimum payments as a binding constraint and accounts for 59% of its total effect. The latter captures any remaining impact of changes in minimum payments beyond their constraining effect and represents 41% of the total. In turn, 67% of the reference effect is explained by the multiple heuristic: the tendency of consumers to pay whole-number multiples of the minimum payment. En este trabajo se realiza una descripción de la evolución y la estructura de los principales medios de pago distintos al efectivo que se utilizan en México. La descripción incluye medios de pago tradicionales, tales como cheques y tarjetas de crédito, y medios de pago no tradicionales, como transferencias electrónicas y tarjetas de débito. Se aprecia que se ha reducido la importancia de los medios de pago tradicionales mientras que los pagos electrónicos han ganado relevancia tanto en lo que se refiere a pagos de alto volumen como de alto valor. Con respecto a los pagos de alto volumen, las tarjetas de débito han registrado un elevado crecimiento apoyado tanto en el desarrollo de la red de cajeros automáticos, como en su reciente aceptación como medio de pago en puntos de venta. Así, éstos han llegado a representar más de 60% del número total de transacciones de alto volumen. Adicionalmente, es notable la pérdida de importancia de los cheques tanto en número como en valor de las transacciones. En lo que se refiere a los pagos de alto valor, las transferencias de alto valor (SPEUA) representan mas de 95% del número de transacciones, mientras que en términos de monto, las transferencias en el sistema de pago de bonos y valores (SIDV), significan más de 60% del valor total. La comparación de la estructura de los pagos distintos al efectivo de México con aquélla existente en los Estados Unidos y Canadá, refleja que a pesar de la evolución positiva de los pagos electrónicos en México, su uso es aún muy limitado.
