Desde o início do regime de metas inflacionárias no Brasil, o arcabouço operacional da política econômica no país vem buscando promover medidas não só de cunho monetário, mas a busca pelo equilíbrio fiscal nas contas públicas. Assim, os resultados fiscais a partir de 1999 caracterizam desejável resistência à tentação de se implementar políticas pró-cíclicas.A necessidade de se criar um colchão amortecedor na economia brasileira face à sua vulnerabilidade externa foi visível em janeiro de 1999; segundo o Banco Interamericano de Desenvolvimento (BID) 18, com as desvalorizações cambiais, houve um incremento na relação dívida líquida/PIB de 42% para 51% em apenas um mês, o que acabou gerando uma elevação nas despesas com juros nominais.Não há dúvidas de que as variáveis fiscais estão menos suscetíveis a choques externos nos dias atuais se comparado aos anos da segunda metade da década de 90. Um fator importante a considerar que justifica esse desempenho é o componente externo da dívida pública brasileira, que vem caindo consideravelmente desde 2003 com a consecução de uma expressiva desdolarização da dívida pública por meio da desindexação dos títulos públicos atrelados ao câmbio, bem como redução da dívida pública externa.Essa mudança no perfil da dívida com o aumento da parcela indexada à moeda doméstica e redução da parcela atrelada ao câmbio é considerada salutar, haja vista que essa alteração gera mais estabilidade no financiamento dos títulos públicos e conseqüentemente aumenta a previsibilidade por parte dos agentes econômicos quanto à real necessidade na geração de receitas que permitam cobrir os custos de rolagem da dívida.
