<p>Este artículo reflexiona y propone un instrumento para medir la cohesión social desde la perspectiva no normativa respecto a los utilizados por la Unión Europea y América Latina. Además, contextualiza e identifica las vulnerabilidades y fortalezas de la cohesión social desde una dimensión local —barrios, comunidades o localidades—, para obtener su medición desde la percepción de los individuos, es decir, desde una perspectiva no normativa. El problema de añadir más indicadores o variables a los instrumentos para medir la cohesión social en Europa y América Latina subyace desde un aspecto macrosocial, donde el Estado, a través de los informes estadísticos sobre este tema, implementa políticas públicas de cohesión social desde un aspecto sistémico (normativo), sin tomar en cuenta el qué y cómo generar, reforzar o preservar la cohesión social desde el individuo.</p>
Los docentes de educación básica que atienden a niños con experiencia migrante en el estado de Tlaxcala, aquí denominados alumnos transnacionales, deben prestar especial atención a su desempeño escolar en las aulas, pues han asistido a la escuela tanto en Estados Unidos como en México. El presente artículo da a conocer la problemática de docentes y alumnos en Tlaxcala; destaca los aportes pedagógicos de los profesores y las contribuciones de los alumnos al entorno escolar, principalmente en el aula, que incluyen sus conocimientos o habilidades emanadas de su experiencia migrante, lo que en conjunto deriva en interés y entusiasmo, que generan alternativas educativas en un contexto de cambios permanentes de programas o de cargas académicas.
En el presente artículo se dan a conocer rasgos del capital cultural de los niños que cursan la educación básica, provenientes de los Estados Unidos acompañados de sus familiares, que llegan a San Simeón Xipetzingo y San Francisco Tetlanohcan, Tlaxcala. El capital cultural comprende la inculcación familiar de los niños migrantes, el uso del tiempo libre, actividades extraclase y su aplicación en las materias escolares y la movilidad social de los padres de familia, como parte de la herencia social y cultural. El papel del docente también es importante, pues su experiencia muestra cierta comprensión hacia el niño migrante retornado, en un contexto escolar donde este pone en práctica su capital cultural en estado incorporado en el capital cultural en estado institucionalizado; es decir, la escuela. Los principales hallazgos muestran que los niños migrantes trasladan sus capitales culturales desde sus hogares a la escuela.
La atracción migratoria (reciente y acumulada) es una construcción específica de la migración interna, la cual contiene dinámicas socioeconómicas y culturales, entre otras, desde los centros rurales o urbanos, con perspectivas territoriales y regionales. En México, el indicador de la atracción migratoria reciente muestra mejores condiciones y dinámicas de la economía desde hace siete años. Por su parte, Veracruz presenta desde hace una década un importante crecimiento demográfico y de inmigración interna, además de una significativa migración hacia entidades del norte. En este contexto, el objetivo del artículo es construir indicadores de atracción migratoria y reciente a nivel nacional y para el estado de Veracruz, que sirvan como base para futuras investigaciones que profundicen en las causas y factores de la migración interna, y expliquen las dinámicas entre un territorio y otro.
The migratory attraction (recent and accumulated) is a specific construction of internal migration, which contains socio - economic and cultural dynamics, among others; from rural or urban centers, with territorial and regional perspectives. In Mexico, the indicator of recent migration attraction shows the best conditions and dynamics of the economy since seven years ago. On the other hand, Veracruz has had an important demographic and internal immigration growth since a decade, as well as an important migration towards northern entities. In this context, the objective of the article is to build indicators of mig ratory and recent attraction at the national level and for the state of Veracruz, which serve as a basis for future research that delves into the causes and factors of internal migration and explain the dynamics between one territory and another.
