Abstract. Two decades ago, people used computers as an information resource for many fields.These fields include library information, climatic information, medicine, transportation schedules, banking, and other areas. The use of international networks at that time enabled people to communicate globally in a rapid and accurate fashion not only to experts, but to the public also. In regions such as South and Central America, however, the uses of information resources were not as widespread as they were in developed countries. Indeed, estimates showed that Latin America contained two percent of the world's informatics equipment. At that time, computers appeared in commercial and governmental agencies as well as universities that used global networks such as the internet, BITNET, FidoNet, and other similar networks.In the mid-1980s, of course, the world wide web was only a dream and the individual use of computers was almost non-existent. The emergence of web-based technology in the 1990s caused a worldwide transformation in the use of computers and their applications, particularly in Latin America. Their natural associations with Spain and Portugal and their strong desire to be at the forefront of informatics changes, Latin American countries developed a new resurgence -a small renaissance -thrusting many of these countries into a modern technical society with accelerated growth and educational promise.This panel attempts to emphasize the progress of computing in representative Spanishspeaking countries and to celebrate the computing achievements made there. The distinguished panelists will bring forward ways in which computing had emerged and the way the computing evolution affected computing education in the regions. The summaries of their dialogue follow.
El objetivo del presente artículo es colaborar en el debate en torno al fracaso del paradigma tecno-económico del desarrollo en Venezuela y sus implicaciones en la organización de Desarrollo Regional. En este orden de ideas el artículo presenta un breve esbozo del paradigma tecno-económico del desarrollo y del fracaso de su implantación en Venezuela. El fracaso se entenderá en términos de una catástrofe cultural en Venezuela que alcanza su crisis a finales del siglo XX. Como contraposición, se avanza una noción alternativa de desarrollo fundamentada en la promoción de la endogeneidad y la sustentabilidad como nociones primordiales del despliegue de significados que buscan crear y re-crear la cultura local con sentido en lo nacional y lo universal y que se despliega a la luz de la Constitución de la República Bolivariana de Venezuela.
El objetivo del presente artículo es evaluar la pertinencia lógica e histórica de la gerencia en el presente. Dicha evaluación se realiza en dos niveles con la siguiente metodología -basada en los principios epistemológicos de la Sistemología Interpretativa. En el primer nivel (lógico) se pregunta por la legitimidad de la capacidad de la función gerencial para predecir el comportamiento humano, la cual se supone fundamental para el logro de los llamados objetivos organizacionales, a la luz del contexto ofrecido por el trabajo de Alasdair MacIntyre. En el segundo nivel (histórico) la indagación se realiza en torno a las condiciones históricas de posibilidad que dieron lugar a la gerencia, en ánimos de des-velar la pertinencia de la función gerencial en el presente. La gerencia es pensada a través de los contextos históricos de la Modernidad Ilustrada y la Postmodernidad, de tal manera que aparezca el sentido que ésta tiene en el presente. La revisión de ambos niveles muestra como resultado el sinsentido en el que la gerencia se manifiesta en el presente, dando lugar a la pregunta por su sentido. La conclusión gira en torno a la reflexión sobre la posibilidad de un nuevo sentido para la gerencia, que responda a la problemática del presente.
INTRODUCCIONE SPERANDO a Godot de Samuel Beckett es estrenada en París en 1953. Quizás el calificativo más apropiado para describir la sensación que deja la obra en la mayoría de los espectadores es el de "desconcertante". Dos seres humanos, con apariencia de vagabundos, se encuentran a la orilla de un camino en un paisaje desolado esperando y esperando y esperando a un tal Godot 1 que no termina de hacer presencia pero que aunque "hoy no vendrá mañana de seguro, sin falta, lo hará" 2, 3 . Lo desconcertante de la obra no es que Godot nunca llegue sino que pareciese que nada ocurriese en un constante ciclo de repeticiones y repeticiones y repeticiones en las que la cotidianidad de los personajes va revelando su sinsentido.Es interesante notar cómo la discusión académica en torno a la obra de Beckett, y específicamente en torno a Esperando a Godot, ha venido girando en los últimos treinta años. Por ejemplo, si vemos referencias tales como Rabinovitz (1977) y Velissariou (1982) podremos notar que el énfasis en estos estudios se concentraba en mostrar cómo la obra desencubre los límites de la modernidad y con ello su pérdida de poder. Este artículo tiene como objetivo presentar evidencias de las estimaciones del nivel de eficiencia energética y sus determinantes socioeconómicos de los países Brasil, Rusia, India, China y Sudáfrica en el periodo 1990-2018. Se estimó la función de distancia insumo para obtener los niveles de eficiencia energética bajo el enfoque del análisis de frontera estocástica con panel de datos, a través de diferentes especificaciones econométricas. Los resultados sugieren que el modelo propuesto por Kumbhakar et al. (2012) es el más adecuado debido a que permite la estimación de la eficiencia transitoria y persistente, así como también, la heterogeneidad no observada y del término de error idiosincrático. Se encontró que un incremento del precio agregado de la energía y valor agregado industrial afectan negativamente a la variabilidad de la ineficiencia transitoria. Además, China e India presentaron los mayores ahorros potenciales en el consumo de energía y en las emisiones de CO2 asociadas en el largo plazo, mientras que en el corto plazo China y Rusia tienen el mayor ahorro potencial; siendo China el país que presenta uno de los menores promedios de eficiencia persistente y transitoria entre la muestra de países.
