This paper reviews the different cooperation plans on migration that have been implemented by the different Spanish governments in African countries during the last 15 years. On a recurring basis, development aid (specially in the form of co-development) has been used as an instrument of migration containment and at the service of border externalization, understood to establish of extraterritorial actions that act as a stoppage for migrations mainly through agreements with the countries origin and migratory transit. The hypothesis used is that beyond the achieved results, these programs are not always in line with the commitments made by Spain in terms of cooperation for development and respect for human rights, which remain in the background compared to matters relating to national security.
En este artículo, se analizan las practicas transnacionales realizadas por las asociaciones de migrantes colombianos establecidas en la Comunidad de Madrid. Los estudios sobre asociacionismo migrante dan cuenta de las dificultades que tienen estas organizaciones para realizar este tipo de acciones y, especialmente, acceder a su financiación a través de proyectos de codesarrollo. Frente a esta realidad, se constata como las asociaciones combinan este tipo de prácticas institucionales con otras de carácter informal o espontáneo, autogestionadas desde las propias organizaciones. La lógica detrás de ambos tipos de acciones es la misma: la obtención de recursos para ampliar el alcance de las organizaciones y permitir su continuidad en el tiempo.
La búsqueda de sinergias entre migración y desarrollo no es nueva. Se trata de dos conceptos que han evolucionado en paralelo desde la segunda mitad del pasado siglo, en un contexto marcado por la creciente globalización e inter-dependencia, por lo que habitualmente son considerados de forma conjunta. Además, ambos fenómenos trascienden las fronteras de los estados nacionales, lo que amerita su abordaje desde el ámbito multilateral y la cooperación internacional.
