The U.S.A. Highway Capacity Manual (HCM) is the main document used for operational analysis of two-lane Highways in Argentina. The new version HCM 2010 (TRB, 2010), introduces significant modifications leaving the two-way analysis methodology and expanding the scope of situations covered in the operation of roads. However uses parameters that have not been tested for local conditions, particularly in regard to drivers behavior and vehicle fleet characteristics, which can lead to differences that may lead to inadequate analysis for capacity-building decision-making. From field studies and the use of a microscopic simulation model, the study proposes new models for fundamental relationship between speed-flow and percent time spent following-flow. As well as new values for adjustment factors related to type of terrain and heavy vehicles. These new models and adjustment factors lead to recommendations for the implementation of HCM 2010 methodology adapted to Argentinean two-lane highways.
INTRODUÇÃOOs empreendimentos classificados como polos geradores de viagens (PGVs), embora de diferentes naturezas, têm em comum o potencial de atrair e produzir um número de viagens que impactam os sistemas viários e de transportes da região onde se localizam. Dependendo das condições desses sistemas e do nú-mero de viagens geradas, a implantação desses empreendimentos pode trazer consequências bastante negativas para a qualidade de vida da população. Entretanto, os polos gerados de viagens também têm o potencial de gerar benefícios econômicos para a mesma região, sobretudo em termos da oferta de novos postos de trabalho, da geração de impostos e da prestação de serviços desejados pela comunidade, dentre outros aspectos.Esta condição impõe a necessidade de que a implantação dos PGVs, independentemente de sua natureza, seja precedida de estudos específicos voltados à avaliação dos impactos que produzem. Somente a partir desta avaliação é que o gestor municipal poderá deci- dir pela implantação ou não do empreendimento no local pretendido e, no caso dessa implantação ser autorizada, quais as medidas que o empreendedor deve tomar no sentido de reduzir ao máximo possível os impactos negativos dela decorrentes. A realização de estudos de impactos de PGVs é, via de regra, uma exigência legal.Em linhas gerais, o processo de análise dos PGVs é comum aos diferentes tipos, e tem uma estrutura já bastante difundida na literatura técnica especializada brasileira e de outros países. Um dos elementos mais importantes desses estudos é a estimativa do número de viagens produzidas e atraídas pelos empreendimentos: as viagens geradas. Para esta estimativa, estão disponíveis na literatura diferentes modelos, que refletem as condições específicas dos empreendimentos integrantes da amostra considerada no estudo. Estes modelos referem-se à estimativa total das novas viagens geradas pelo PGV, levando em conta o modo de transporte utilizado.As instituições de ensino (IE), nos seus diferentes níveis, são PGVs com algumas características especí-ficas que requerem cuidados especiais na análise do impacto que produzem sobre a circulação do tráfego nas vias próximas ao empreendimento. Os picos de geração de viagens desses polos são, em geral, coincidentes com os picos de tráfego no sistema viário. Outro aspecto relevante é que as viagens geradas pelas instituições de ensino, similarmente ao que ocorre com as viagens realizadas com o propósito de trabalho, ocorrem de modo regular e previamente programado, especialmente nos dias úteis. The location of commercial trip generation hubs produces urban impacts in the area of influence since they increase the number of vehicle trips that affects environment and quality of life. For better understanding of this phenomenon, it is reported in this article an analysis of trip generation rates and models in hypermarkets and supermarkets considering different periods of time and size of the establishments, taking into account USA experiences. After analyzing several editions of the Trip Generation Manual published by ITE (Institute of Transportation Engineers) it is noted that the reported generation rates of vehicle trips decrease with increasing Gross Floor Area (GFA), as the independent variable. This effect is also observed in Shopping Centers models, where the ranges of GFA include those of hypermarkets and supermarkets, allowing to relate these land uses. Finally , the relationship between trip generation and size of the establishment is checked for hypermarkets in Argentina, and generation models of power functions with exponent 2/3 for the independent variable GFA are proposed.Herz, M. and Galarraga, J. Para mejor comprensión de este fenómeno, se reporta en el presente artículo un análisis de tasas y modelos de generación de viajes en hipermercados y supermercados efectuado con relación a variaciones en el tiempo y al porte de los establecimientos tomando experiencias de Estados Unidos. Se analizan diferentes ediciones del Trip Generation Manual publicado por el ITE (Institute of Transportation Engineers) observando que las tasas reportadas de generación de viajes motorizados disminuyen con el aumento de Área Total Construida (ATC), como variable independiente. Este efecto también se observa en modelos de Shopping Centers que abarcan los rangos de ATC de hipermercados y supermercados, lo que permite vincular estos usos del suelo. Finalmente, la relación entre generación de viajes y porte del establecimiento se prueba para casos de hipermercados en Argentina, y se formulan modelos de generación con funciones de potencia de exponente 2/3 para la variable independiente ATC. O presente artigo faz uma análise da documentação incluída em diferentes edições do manual Trip Generation, publicado pelo ITE (Institute of Transportation Engineers), para os usos do solo 530 (Instituições de Ensino Médio) e 550 (Universidades), contemplando um período de avaliação superior a 20 anos. São feitas considerações e recomendações sobre a possibilidade de aplicação das taxas propostas na Edição 2012 do manual do ITE para estimar o número de viagens de automóvel geradas por instituições de ensino médio e universidades localizadas no Brasil. Em geral, o estudo mostrou que o uso dessas taxas superestima o número de viagens observadas nas instituições nacionais. Além disso, foi verificado que as taxas e modelos de geração de viagens de cada edição do manual do ITE são obtidos a partir da agregação de novos estudos à base de dados da edição anterior, sem que estudos mais antigos sejam descartados. Isso é, os esforços mais recentes para alterar a distribuição modal das viagens geradas pelos polos geradores de viagens não são plenamente capturados nas novas edições.
<p><strong>Resumen: </strong>El objetivo del presente trabajo es calibrar un modelo de tiempo de espera percibido medio por los usuarios en base al tiempo medio de espera real. El estudio se realiza en servicios de ómnibus urbanos de alta frecuencia (intervalos menores a 20 minutos), sin horarios publicados y considerando que el arribo de los usuarios a las paradas presenta una distribución uniforme. En base a entrevistas a usuarios y mediciones en campo realizadas en Córdoba entre Abril y Septiembre de 2008 se había efectuado una calibración preliminar. En Abril de 2009 se procedió a realizar una nueva ronda de relevamientos. El trabajo compara estadísticamente los resultados obtenidos en ambas campañas y propone finalmente un modelo basado en la totalidad de la información disponible. Los resultados muestran que la sobrevaloración del tiempo de espera declarado es entre 2 y 4 veces el tiempo real. La sobrevaloración disminuye a medida que el intervalo entre servicios aumenta.</p><strong>Abstract: </strong>The objective of the paper is to calibrate a model of average waiting time perceived by users based on actual average waiting time. The study was conducted in urban bus services with high frequency (intervals less than 20 minutes), without published timetables and considering that the arrival of users to busstops follow a uniform distribution. Based on interviews with users and field measurements conducted in Cordoba between April and September 2008 a preliminary calibration was developed. In April 2009 a new round of surveys were performed. The paper compares the statistical results in both campaigns and finally proposing a model based on all available information. Results show that the overvaluation of the perceived waiting time is between 2 and 4 times the real waiting time. The overvaluation decreases as the interval between services becomes greater.
