ResumenEste artículo sintetiza y actualiza, en parte, lo que he desarrollado en el libro Ética y mundo tecnológico (2008). La tesis central es que el mundo tecnológico actual es en un sistema global de dominio sobre la naturaleza y sobre la sociedad; una red de sistemas técnicos que interactúan incrementando la complejidad de las interrelaciones y el alcance espaciotemporal de sus efectos, porque está gobernado por una razón tecnocientífica uniforme y basada en una nueva "fuerza mayor". Por ello, es necesario analizar y repensar las condiciones y estructuras del mundo tecnológico en el que vivimos, así como cuestionar su racionalidad e imperativo tecnológico de transformación y dominación de todos los objetos naturales o técnicos. Los proyectos tecnológicos pueden ser reorientados o modificados si implican riesgos mayores para la naturaleza y para la vida humana. Por ello, es necesario y factible reconstruir una ética para el mundo tecnológico. Se exponen brevemente los cuatro principios fundamentales de una ética que evalúe los efectos del poder tecnológico: responsabilidad social, precaución, justicia distributiva y autonomía individual y comunitaria.
La eugenesia es un tema abordado, entre otros, por historiadores, filósofos, médicos, bioeticistas, por distintas razones. La idea de mejorar la raza humana siempre ha estado presente en la historia de la civilización, también han sido objeto de comentarios el intento de consolidarla como una ciencia, la presencia de movimientos eugenésicos en varios países del mundo, el holocausto nazi y, finalmente, el resurgimiento de la eugenesia a raíz de la decodificación del genoma humano. Nuestro objetivo es dar un repaso por los movimientos eugenésicos que tuvieron lugar a mediados del siglo XX, el resurgimiento de la eugenesia y los adelantos con los que contamos actualmente.
Se plantean cuatro principios fundamentales y diez principios éticos para los sistemas de inteligencia artificial (SIA) en general y su aplicación en la salud pública. Se exponen y comentan los principios de la Declaración de Montreal para el desarrollo responsable de la inteligencia artificial (2018) en que se basa esta propuesta, así como de la Recomendación sobre la ética de la inteligencia artificial de la UNESCO (2022). La pandemia del COVID-19 ha demostrado la necesidad de construir un sistema global de salud, así como de reacción coordinada ante las próximas pandemias. Los principios éticos aplicados a los SIA pueden servir para disminuir la disparidad y las fallas de los sistemas de salud. La integración de SIA en salud de distintas regiones del mundo posibilitaría una acción global más eficiente, pero si se realiza desde el marco de los principios (bio)éticos que aquí se plantean: responsabilidad, precaución, autonomía y justicia, así como el principio de preservación de las decisiones humanas. La IA puede ayudar a desplegar progresivamente un sistema global de atención a la salud de cobertura universal y remota que atienda uno de los más importantes reclamos de justicia global: el derecho humano de atención a la salud.
RESUMENLas nanotecnologías constituyen actualmente elsector másinnovador y desafiante en el desarrollo tecnocientífico-industrial. Dado que nuestrastecnociencias no son capaces de crearsistemas que sean tanto o más consistentes, más estables y autosustentables que los sistemas naturales, son necesarias e indispensables la supervisión y la regulación prudencial y precautoria de sus efectos y consecuencias, esperadas e inesperadas, mediante un debate público con amplia participación democrática.
