While populism and technocracy have attracted enormous scientific attention in recent years, surprisingly how the two concepts relate to each other has rarely been investigated. Looking at the case of the EU, we investigate how populist parties position themselves in relation to technocracy in general and the technocratic nature of EU institutions in particular. In a first theoretical step, we identify the core elements, modes of governance, and policy output of technocratic governance and use them to derive potential responses of populist parties. In the empirical part, we investigate these aspects of technocracy by applying quantitative and qualitative approaches using the 2019 European election manifestos of 12 populist parties. We show that left- and right-wing populist parties articulate anti-technocratic positions, particularly regarding the core elements of technocratic governance. The concrete technocratic critique differs regarding the respective host ideology. However, within the group of hybrid populist parties, ANO 2011 and GERB appear not to have a critical stance towards technocracy and thus can be classified as technocratic populist parties.
Das Corona-Virus und die von der Politik veranlassten Maßnahmen zur Eingrenzung des Pandemiegeschehens hatten in den ersten beiden Jahren der Pandemie tiefgreifende Auswirkungen auf das Leben der Menschen in Thüringen. Phasenweise waren das wirtschaftliche und gesellschaftliche Leben durch die Maßnahmen stark eingeschränkt, ebenso viele persönliche Freiheitsrechte. Dass diese für eine Demokratie außergewöhnlichen Maßnahmen nicht unumstritten waren, zeigen unter anderem die politischen Proteste der Anti-Corona-1 oder "Querdenken"-Bewegung (Frei/Schäfer/Nachtwey 2021; Grande et al. 2021; Nachtwey/Schäfer/Frei 2020). Zudem weisen zahlreiche Studien darauf hin, dass dies zu Veränderungen der politischen Einstellungen der Bürger*innen führte (Florack/Schwanholz/Korte 2021; Reiser et al. 2021b, 2021a; Zick/Küpper 2021). Vor diesem Hintergrund fragt dieser Beitrag, welchen Einfluss die COVID-19-Pandemie auf die politische Kultur Thüringens hatte und legt dabei einen Fokus auf zwei Aspekte, welche die politische Kulturforschung als essenziell für demokratische Systeme betrachtet: die Unterstützung, die System und politische Akteure in der Gesellschaft erfahren, sowie die Bereitschaft der Bürger*innen, auch in Krisenzeiten politisch zu partizipieren (Almond/Verba 1963; Easton 1975). Daher wird die Unterstützung für demokratische Werte und Institutionen sowie die Entwicklung politischer Teilhabe im Verlauf der Corona-Krise hinsichtlich ihrer Bedeutung für die Demokratie in Thüringen untersucht.
