Introdução: A incorporação de tecnologias no Sistema Único de Saúde (SUS) requer pessoal capacitado nas ferramentas de avaliação de tecnologias em saúde (ATS). Conhecer a oferta vigente destas oportunidades de capacitação é importante para preencher eventuais lacunas na oferta de profissionais qualificados nos serviços de saúde.Objetivo: Mapear as oportunidades de formação e capacitação em avaliação de tecnologias em saúde disponíveis em nível nacional e internacional.Métodos: Estudo descritivo, com dados secundários, por meio de buscas nos sítios eletrônicos da Rede Brasileira de Avaliação de Tecnologias em Saúde (Rebrats) e da Internacional Network Agencies for Health Technology Assessment (INAHTA) ocorrida entre março e abril de 2016.Resultados: No período do estudo foram encontrados 62 cursos na área de ATS. As universidades, organizações não governamentais e as redes ofertaram 77,4% dos cursos. As universidades participaram com 51% dos cursos, em especial, com cursos de formação em nível mestrado. As instituições canadenses foram destaques na oferta de cursos de curta duração, representando 13 cursos. A maioria dos cursos de longa duração foi ofertada por instituições brasileiras, alcançando 13 cursos. Para os 62 cursos, observou‑se ênfase para profissionais de saúde e poucas ofertas específicas para tomadores de decisão e indústria.Conclusão: Observou‑se um panorama de ofertas e iniciativas de capacitação em ensino a distância que podem promover a melhoria da qualificação de profissionais de saúde em termos de avaliação e incorporação crítica de tecnologias no SUS.
O objetivo do estudo foi analisar o nível de sedimentação da avaliação de tecnologias em saúde (ATS) hospitalar em diversos contextos. Foi realizada revisão de escopo segundo metodologia do Instituto Joanna Briggs, cujo modelo de análise dos dados foi composto pela combinação das dimensões de estrutura, processo e resultado de Donabedian e das dimensões do projeto Adopting Hospital Based Health Technology Assessment in European Union (AdHopHTA). Foram identificados 270 estudos, após remoção de duplicatas e leitura de textos completos, 36 referências atenderam aos critérios de elegibilidade. Trinta e seis hospitais foram identificados, sendo 24 hospitais de grande porte com capacidade extra de leitos. Vinte e três hospitais tinham vínculos universitários. Destaque ao Canadá, com cinco hospitais universitários, sendo quatro com financiamento público. Metade dos hospitais identificados tinham unidades de ATS hospitalar (18/36). Hospitais com nível sedimentado corresponderam a 75% (27/36) e parcialmente sedimentado a 25% (9/36). Não houve hospital com sedimentação incipiente. Mensurar o nível de sedimentação da ATS nos hospitais identificados contribui para o entendimento de como a inserção ocorre no campo da ATS hospitalar. Neste estudo, mostrou-se a importância de identificar fatores como sustentabilidade, crescimento e evolução da ATS hospitalar em países com e sem tradição com o tema.
IntroductionThe use of Health Technology Assessment (HTA) in hospitals contributes to decision-making, professional training, greater interaction with technical to scientific knowledge, resource-saving, and partnerships. Hospitals are strategic for the field of clinical management and quality of care and are open to partnerships with national and international agencies and groups. Despite the hospital-based (HB)-HTA movement, the incipient application of HTA to the hospital decision-making process is related to incipient planning, and there is still much room for progress worldwide. The aim of this study was to analyze the uptake level of HB-HTA in diverse contexts.MethodsA scoping review was conducted according to the methodology of the Joanna Briggs Institute, whose data analysis model consisted of the combination of Donabedian’s structure, process, and outcome categories and the dimensions of the project Adopting Hospital Based Health Technology Assessment in European Union (AdHopHTA).ResultsWe identified 270 studies, and after removing duplicates and reading full texts, 36 references met the eligibility criteria. Thirty-six hospitals were identified, of which there were 24 largescale hospitals with extra bed capacity. Twenty-three hospitals were affiliated with universities. Canada stood out with five university hospitals, four of which with public funding. Half of the identified hospitals had HB-HTA units (18/36). Hospitals with full uptake level of HTA corresponded to 75 percent of the sample (27/36), and the remainder had partially uptake level of HTA, or 25 percent of the hospitals in the review (9/36). There were no hospitals with incipient uptake level of HTA.ConclusionsMeasuring the uptake level of HTA in hospitals contributed to understanding how their participation has occurred in the field of HB-HTA. This study revealed the importance of identifying factors such as sustainability, growth, and evolution of HB-HTA in countries with and without a tradition in this field.
IntroductionCollaborative networking is adopted to implement health technology assessment (HTA) in academic and research institutions and exchange knowledge with hospitals and health services. Since 2016, the District Network for Health Technology Assessment (ReDAPTS) has been dedicated to generating and promoting evidence that supports decision-making, promoting continuous qualification, supporting and guiding managers in priorities and demands, analysing the economic, ethical and social implications of problems and situations, and contributing to healthcare quality at the Unified Health System. The objective of this study is to present the construction process of ReDAPTS from 2016 to 2019.MethodsThis experience report about ReDAPTS considered three main actions: (i) situational diagnosis in 2016 and 2017, (ii) agreements of internal regulation and governance and (iii) HTA training strategies for professionals. The scientific events and executive group meetings were described to identify the strategies for the implementation of a collaborative network in the Federal District (FD), Brazil.ResultsIn total, fifteen institutions were identified with a potential to develop the HTA field at the district level. Between 2016 and 2019, three scientific events, eighteen technical meetings for network governance and two scientific meetings were carried out, organized by ReDAPTS and with 269 participants, highlighting assistance and university hospitals, FD Department of Health and academic and research institutions. Four HTA courses were offered and 319 professionals from the FD were trained.ConclusionsCollaborative networking provided strengthening capacity for study production and debates on institutional processes for public health policies at the FD. Networking encouraged collaboration between institutions and promoted sharing HTA experiences. The network faces challenges to operate with full capacity. Political and institutional commitment, physical infrastructure and trained personnel sustainability are key to maintaining the HTA process at the FD. Institutions can develop HTA-teams to promote continuous qualification, study production and the rational use of technologies.
Objetivo: descrever o desenvolvimento de ativação da Rede Distrital de Avaliação de Políticas e Tecnologias em Saúde (ReDAPTS). Método: estudo descritivo e documental comparando atividades entre 2016 e 2019 e os objetivos da rede. Resultados: metade dos objetivos foi alcançado, sendo destaque a qualificação da rede com a elaboração de pareceres técnicos científicos pelos profissionais capacitados. As participações do governo local corresponderam a 26%. Falta de interlocutores chaves, mudanças na gestão e ausência de institucionalidade foram limitações encontradas. Conclusão: embora não tenha impactado nos serviços, houve aumento gradativo sobre o papel da avaliação de tecnologias em saúde.
