The distribution of village funds generalized in each region, as well as the implementation of the use of village funds that are still not effective, are still a problem faced in the implementation of village fund distribution policies. The Village Fund Policy is a financial flow from the Central Government and is carried out annually; since 2005, based on existing legal norms. The research method used in this study is a qualitative approach. This research data is based on Primary Data obtained from informants through in-depth interviews, with Focus Group Discussion, with Key informants from this study consisting of Regent of Serang, leading sector and supporting the sector in Serang District Government, and operational sector activities of the Village Fund such as the Village Head and Village Facilitators. This research was carried out in Teluk Terate Village, Kramatwatu District, Serang Regency. This study also used the Secondary data with references from various literature that are complemented by a review of subjective researchers on the topics presented. The research instrument was the researcher himself who was assisted with interview guidelines, recording devices and observation guidelines. Data collection techniques used were interviews, observation, and documentation. The results of the study obtained several obstacles in the management of the Village Fund in general such as the existence of sectoral egos three ministries that handle the Village Government, the paradox of the Village Fund regulation policy, too many rules issued, the unprofessionalism of Village Facilitators, and several other obstacles. So it is necessary to model the ideal and implementation strategy of Government policy in the handling of the Serang Regency Village Fund which should be reviewed carefully.
This Academic Paper Research uses two approaches in comprehensively examining aspects of regulatory legitimacy, namely normative legal research and empirical research. The data collection technique used is Library Research on secondary data. Literature study was conducted to obtain secondary legal material by conducting a review of books related to the object of preparation. Data analysis was carried out using the content analysis approach. The results showed that the evaluation of SPBE and the Maturity value of 2.67 was good. There are already juridical and philosophical aspects in developing this information system, and it has been developed based on laws and regulations and the vision and mission and objectives of the Serang Regency Government. Based on the results of the study, it can be concluded that the Government of Serang Regency has carried out the SPBE evaluation stage and obtained a Maturity score of 2.67 with a good predicate, Internal Policy is one of the domains in improving the quality of public services in Serang Regency, The philosophical basis for the Draft Serang Regency Regional Regulation on Government-Based Systems Electronic means the 1945 Constitution of the Republic of Indonesia Article 28F and the scope and direction of regulation of the Draft Regional Regulation on an Electronic-Based Government System in accordance with the vision, mission, goals and objectives to be achieved by the Central government in accordance with the mandate given in Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems.
This research is to discuss the exiting conditions of the management implementation of public policies in Government of Serang Regency in the Village Fund program which at this time is being actively disbursed by the Central Government through local regency government. The research in this thesis is qualitative research which means that the primary data from this study is obtained by relying on in-depth interviews with several key informants until the data becomes saturated and explores opinions through Focus Group Discussion. The key informants from this study consisted of Serang Regent, leading sector and supporting sector in Serang Regency Government, as well as operational sectors of Village Fund activities such as Village Heads and Village Facilitators. This research was conducted in Teluk Terate Village, Kramatwatu District, Serang Regency. The writing of this paper is also carried out with reference sources from various literatures which are equipped with a subjective review of the researcher on the topic presented. From the results of the study, there were some constraints in the management of the Village Fund in general, such as the existence of a three-sectoral ego that handled Village Government, the paradox of Village Fund regulation policies, too many regulations issued, the lack of professionalism of Village Assistance, and several other obstacles. This study obtained the ideal model and ideal strategy for management implementing of the Serang Regency Government in handling the Village Fund. In carrying out a description of the implementation of the Serang Regency Government policy on the Village Fund, researchers used the approach through the theory of Edward III.
Objective: The research objective was to identify and analyze the relationship between student ability and project-based learning (PBL) with increased learning, the relationship between critical thinking ability and project-based learning with increased learning, and the relationship between project-based learning and learning improvement. project-based learning mediates the relationship between student ability and learning improvement and mediates the relationship between critical thinking ability and learning improvement.Methodology: This research is a type of quantitative research where it examines the relationship between exogenous and endogenous variables. This quantitative study uses the SEM-SmartPLS 3.0 model and also uses a quasi-experimental design method because it observes two groups, namely the control group and the experimental group.Findings: Based on the results of hypothesis testing using Smart PLS it shows that, H1, H2, & H3, are accepted because the t table value is greater than the calculated t value or has an alpha (α) value less than 5%. Whereas H4, H5, H6, and H7 cannot be accepted (rejected) because their value is greater than 5%. The experimental class showed an increase with the previous average value of 54.31 while the average result after treatment was 78.79 so there was an increase of 24.48. The homogeneity of the data was tested with the homogeneity test of variance with the significance value of 0.693 > 0.05.Conclusion: Student Ability has a significant effect on PBL and learning improvement. critical thinking ability has a significant effect on PBL and learning improvement. PBL has no significant effect on learning improvement. PBL does not mediate the relationship between student ability and learning improvement, and the relationship between critical thinking ability and learning improvement. The ability to think critically in learning to write explanatory texts with causal patterns using the Problem-Based Learning model shows good results. This can be seen from the students' scores in the experimental class that has increased after being given treatment (controlled).
This research examines the development of electronic-based business maps in Serang Regency by examining empirically the design of the infrastructure development. The data collection technique used is Library Research on secondary data. Literature study was conducted to obtain secondary data in examining in depth the object of study. Data analysis was carried out using the content analysis approach. The results of the study show that the preparation of business process maps is part of the management arrangement intended to increase the efficiency and effectiveness of clear, effective, efficient and measurable work systems, processes and procedures in each Regional Apparatus. The preparation of business process maps is one of the factors in the successful implementation of bureaucratic reform in regional apparatuses. Based on the research results, it can be concluded that the preparation of this map is a reference for regional apparatus to carry out the preparation of business process maps within their respective agencies. Reforms aimed at carrying out systematic and planned changes towards a better government administration order and making the State Civil Apparatus more professional, effective, efficient and accountable in the framework of realizing good governance. Planned and systematic bureaucratic reform to change the structure, system and values in government for the better through the effectiveness and efficiency of the bureaucracy is very dependent on the business processes used by the bureaucracy in producing outputs and outcomes.
