Pragmatism in policy-related windows of opportunities Coalition building in Swedish municipalities has traditionally been dominated by two political blocks at the opposite sides of the ideological left-right scale (Bäck 2003;Wångmar 2006). The success of the Sweden Democrats in the last elections have challenged that pattern. Statistics on coalition formation since the 2014 election indicate that the traditional policy scale no longer dominates local government. Coalitions of parties closely situated next to each other on the leftright scale are not as common as before. Interviews with 19 leading politicians in five Swedish municipalities that formed majority coalitions, including parties on the left as well as the right block, indicate that neither the traditional left-right scale nor the GAL-TAN dimension played a decisive role in these coalition formation processes. Instead, the ability of political parties to cooperate within the coalitions and building on personal chemistry, was considered the most important factor in the coalition building process on the municipal level.
En välfungerande representativ demokrati förutsätter att väljarna har tillgång till information om politiska processer och det politiska beslutsfattandet. I en tidigare studie om lokala medier i den lokala demokratin, som även den genomfördes vid Centrum för kommunstrategiska studier (Rita Kostet & Wänström 2022), framkom att traditionella medier i Östergötland – såsom lokala public service, men framför allt lokala tidningar – är bättre på att förmedla den sortens information än lokala Facebookgrupper och kommunernas egna informationskanaler. Föreliggande studie har ett annat fokus. Den uppmärksammar Sveriges Televisions (SVT:s) och lokala tidningars bevakning av lokal politik i fyra regioner. Syftet med studien är huvudsakligen deskriptivt, nämligen att studera omfattningen av nyhetsinslag och artiklar i SVT:s och lokala tidningars bevakning av den kommunala och regionala politiken. Studien utgörs av en kvantitativ innehållsanalys av samtliga artiklar i fem lokala tidningar och nyhetsinslagen i fyra lokala nyhetssändningar i östra Götaland och Svealand under fyra veckor hösten 2022. Resultatet visar på stora variationer i mängden inslag och artiklar om det kommunala, men också om det regionala, beslutsfattandet som publiceras i lokala tidningar och i de längsta lokala nyhetssändningarna på SVT. För varje inslag om kommunal politik i SVT:s längsta lokala nyhetssändning publicerades det 97 artiklar om kommunal politik i den lokala tidningen. Skillnaderna i omfattning på bevakning var mindre för den regionala politiken, men även på detta område publicerades det betydligt mer information i lokala tidningar än i SVT:s lokala nyhetssändningar. Studien pekar vidare på att storleken på bevakningsområdet påverkar omfånget av bevakningen av den lokala politiken – bevakningen av den kommunala politiken i enskilda kommuner var mer omfattande i tidningar som har få, snarare än många, kommuner i sina bevakningsområden
Genom den här rapporten presenteras en forskningsstudie om samverkan med utgångspunkt i samverkansstrukturer mellan region och kommuner. Det är samverkansstrukturerna för den högsta politiska och administrativa ledningen för regionen och kommunerna som studerats. Målet har varit att samla och överföra lärdomar från den intensiva samverkan som skedde under perioden för Covid-19-pandemin till den samverkan som sker mellan regionen och kommunerna i Östergötland även under mer normala perioder. Den här studien är sålunda inte en studie av krishantering. Studien har samlat in empiriskt material genom intervjuer med och enkätsvar från de som deltar i de studerade samverkansstrukturerna. Samtidigt som studien berörde samverkan generellt med avseende på de studerade strukturerna riktades ett specifikt fokus mot det ökade behovet av samverkan mellan region och kommuner kopplat till lagen om regionalt utvecklingsansvar (2010:630). Denna lag tillskriver regionerna ett ansvar för att samordna det regionala utvecklingsarbetet där kommunerna förväntas vara en viktig aktör. Det insamlade empiriska materialet analyseras utifrån perspektiv som utgår från modeller för nätverksstyrning och samverkan. Vidare utgör regionbildningen och vad detta innebär för formering av det regionala utvecklingsansvaret en viktig bakgrund för analysen. Studiens resultat visar att man i grunden värnar samrådsstukturerna och organiseringen för dessa men samtidigt är osäker på dess former – hur samråden förväntas fungera i praktiken. Den intensiva samverkan som skett under perioden för Covid-19 har gynnat tilliten och även gett grund till reflektioner över vad samverkansstrukturerna är och ska vara. Genom analysen blir det emellertid tydligt att hantering av regionala utvecklingsfrågor i grunden skiljer sig från hantering av en Covid-19 pandemi. Arbetet med att hantera pandemin berörde länets hela geografi på ett sätt som inte alltid är tydligt i det regionala utvecklingsarbetet. Pandemihanteringen satte därutöver specifika verksamheter i fokus och krävde en hantering av frågor med relativt korta tidshorisonter på ett sätt som även det är relativt ovanligt i det regionala utvecklingsarbetet. Det är därför svårt att överföra erfarenheterna från perioden för pandemin till det reguljära regionala utvecklingsarbetet. I slutsatserna diskuteras de generella strukturella villkoren för regionernas och kommunernas samverkan. I det sammanhanget är det viktigt att särskilja formerna för samverkan – dvs. ”hur” det ska ske – och innehållet för samverkan – dvs. ”vad” som ska omfattas i gemensamma dialoger. Vidare förutsätter en väl fungerande samverkan att de regionala och kommunala aktörer som samverkar i de här strukturerna har en legitimitet grundad i den egna organisationens intressen. En gemensam utveckling av samverkansstrukturer behöver alltid byggas på en ömsesidig förståelse för varandras förutsättningar. För vår studie kan vi identifiera att den intensiva samverkan som skedde under pandemin är till stöd för att förstärka sådana förutsättningar, dvs. såväl ömsesidig förståelse som legitimitet.
1Regionerna är viktiga pusselbitar i de nordiska ländernas välfärdsystem inte minst inom sjukvårdsområdet och för kollektivtrafiken. Men regionernas roll i samhällsplaneringen är mer oklar. Regioner är både aktörer och arenor för att skapa hållbar utveckling. Regionernas form och funktion är dock inte en oproblematisk fråga, som politiker, planerare och forskare försöker finna svar på.Det experimenteras just nu mycket kring formell och informell regional organisering framför allt i de nordiska länderna. Syftet med denna text är att ge en kortfattad översikt över problematiken och vad forskningen berättar om att organisera regional utveckling och tillväxt, men också att lyfta fram några nordiska erfarenheter. REGIONALT TILLVÄXTARBETE I SVERIGEDen politiskt-administrativa organiseringen av regioner i Sverige har länge varit under diskussion och utredning, och under de senare åren har ett antal genomgripande reformförslag presenterats men inte genomförts. Däremot har det skett en rad förändringar vad gäller det regionala utvecklingsarbetet.
