A preocupação em torno da qualidade, antes restrita ao meio empresarial passou também a influenciar as políticas públicas educacionais brasileiras, sobretudo a partir da década de 1990. Assim como no ensino presencial, na EaD o caminho não foi diferente, levando à elaboração dos Referenciais de Qualidade para a Educação Superior a Distância, cuja última atualização ocorreu em 2007, como uma tentativa de coibir a precarização do ensino a distância, verificada à época em alguns modelos de oferta. Posteriormente, a inserção de novas tecnologias e novos parâmetros legais fizeram emergir a necessidade de uma nova atualização dos referenciais de qualidade, que já encontravam-se defasados. As inúmeras tentativas de se fazer uma atualização, por meio de grupos de trabalho no âmbito do Ministério da Educação foram improdutivas. Em resposta a este cenário, o presente estudo apresenta uma proposta para a concepção de novos referenciais de qualidade, com a adoção de novos elementos e parâmetros, reunidos em 12 dimensões. Esta pesquisa é um recorte de uma tese de doutorado, em desenvolvimento no âmbito do Programa de Pós-Graduação em Educação da UNIRIO, cujo objetivo é ouvir os diferentes sujeitos que estão diretamente ligados à EaD, como alunos, professores, tutores e coordenadores, sobre a sua opinião em relação às estas novas dimensões de qualidade.
