Higher education institutions and, particularly, polytechnic institutes in Portugal are, generally speaking, recognised as key stakeholders in regional development.However, due to the economic recession of recent years and the consequent budget constraints, higher education institutions, now more than ever, need to demonstrate the social and cultural impact of their activities within their communities and, also, their contribution to its economic development. Thus, the aim of this paper is to estimate the economic impact of a group of polytechnic institutes located in regions with diverse socioeconomic realities, by using a common methodology. This common framework enables a comparative study and a better identification of the variables that differentiate the realities of the different regions, the respective polytechnics and their impacts.

Purpose The purpose of this paper is to study the evaluation and control processes in the governance systems of higher education institutions (HEIs). Design/methodology/approach This study compares the performance and control processes of strategic management in four HEIs in two European countries with binary systems – Portugal and The Netherlands. Using a case study approach, the authors find that HEIs with different missions and contexts have performance and control systems that are generally indistinguishable. Findings The controlling strategies in the public HEIs have taken on isomorphic characteristics based on processes that enhance competition, decentralize functions and solidify performance management. Originality/value In this paper, the authors “unpackage” strategic management to focus on the forms of control associated with performance evaluation. Performance evaluation is central to the management process and increasingly assuming an integral part of the institution’s identity and culture.
Apresenta-se um modelo de avaliação de desempenho da investigação aplicada nas instituições de ensino superior politécnico (IESP) em Portugal, centrado na construção de indicadores quantitativos e qualitativos, na missão destas instituições, bem como no impacto regional decorrente da sua ação. O modelo, apurado a partir de três estudos de caso, organiza-se em três dimensões: inputs, outputs e impactos da investigação aplicada. Inova por representar uma perspetiva holística da avaliação da produção académica, em particular das IESP. A inexistência de modelos de avaliação deste tipo no ensino superior português coloca, porém, desafios ao seu desenho, à recolha de informação e ao próprio modo de funcionamento das IESP (financiamento, organização, etc.).
This article highlights the relevance of the location of HEIs in low-density territories in Portugal, using the Polytechnic Institute of Portalegre as a case study. Based on the American Council Education model and following a surveying approach to faculty, staff, and students, this research accounts for the total spending of incoming academics, other nonlocal university members and their visitors, that positively impacts regional development. A demand-side approach was followed so that indirect and induced effects could also be estimated. The main aim of this research paper is to quantify the total impact arising from the location of the Polytechnic in a given region, measured by economic and social indicators such as the financial return from public funds invested in the region, the number of jobs created, and the impact on the local gross domestic product. The results show an impact of more than EUR 17 million in the territory where the Polytechnic operates, representing 3.68% of the local GDP. The institution was also found to be the third major employer in the region, responsible for the creation of 471 jobs that account for 2.25% of the local economically active population.
The European Commission [4] states that each Member State should adjust its national strategies to enhance its potential and international presence and attract talent. Account must be taken of both the national skills shortage and the lack of intercultural skills and the knowledge and research needs of their developing partner countries. Globalization is a process of great expansion, irreversible and with deep implications in all areas. This process will result in new opportunities and new challenges for the next generations of students and teachers looking to develop in an increasingly interdependent context. The Portuguese polytechnics, through the implementation of a concerted internationalization strategy between the institutions, have already achieved significant results in terms of international affiliations, international student and teacher and non-teaching staff mobility, joint programs and degrees and joint research projects. The internationalization of Portuguese higher education institutions (HEI) in recent years confirms the trend towards globalization of higher education.
Resumo: No presente artigo pretende-se demonstrar a importância da criação e funcionamento das Instituições de Ensino Superior Politécnico como via de acesso à democratização no acesso e no sucesso ao sistema de ensino superior português nas décadas de 70 e de 80 do século XX. Tomando como exemplo o Instituto Politécnico de Portalegre, em particular a sua Escola Superior de Educação, e tendo como método uma análise documental articulada com a análise de conteúdo de entrevistas a estudantes da década de 80 que nos serviram de amostra, objetivamos demonstrar a importância desta Instituição de Ensino Superior na democratização no acesso e sucesso de um grande número de estudantes que nessa década frequentaram a referida instituição. Concluímos sobre a importância da descentralização regional pelo interior do país das Instituições de Ensino Superior e da oportunidade democrática que as mesmas possibilitaram/possibilitam para que mais cidadãos e cidadãs acedam e concluam um curso superior, independentemente das suas raízes sociais, económicas e culturais.Palavras-Chave: história da educação; política educacional; democratização da educação; direito à educação; transição; universidade.Abstract: In this paper we intend to demonstrate how important was the creation of the Polytechnic Higher Education Institutions as a way to the democratization, access and success in the system of Portuguese higher education in the 70s and 80s of the XX century. Taking the example of the Polytechnic Institute of Portalegre, in particular its School of Education, and using the method of document analysis articulated by content analysis of the interviews with students of the 80s of the XX century, we aimed to highlight the importance of this Higher Education Institution in the democratization on the access and success for a large number of students attending this institution in such a decade.
