Resumo Este artigo discute o sentido atual das políticas de avaliaçãona e da escola ao apresentar a investigação realizada por pesquisadores brasileiros e portugueses, com a participação de vinte escolas públicas, nas cidades de São Paulo e Campinas (Brasil) e do Porto (Portugal). Referenciando-se na Avaliação Institucional Participativa e na Qualidade Negociada, a pesquisa se junta aos profissionais das escolas e de setores da administração educacional, com a formação de grupos de estudo em cada uma das universidades. O artigo aborda criticamente a função expertise da pesquisa que frequentemente legitima avaliações centradas nos produtos, portando credibilidade aos testes padronizados, à proliferação de uma avaliocracia, com consequente alteração de procedimentos de inspeção e direção escolares, além de mudanças na gestão dos sistemas educativos, corrompendo/deformando o conceito de autonomia escolar, favorecendo a proliferação de escolas administradas por concessão, o estímulo ao cheque-ensino, bem como o aumento e naturalização das desigualdades escolares e uma dada representação da sociedade do conhecimento, que refuncionaliza a formação profissional para as classes populares, recriando a dualidade do ensino. Em contraponto, a pesquisa argumenta as possibilidades de um circuito virtuoso do ensino, da pesquisa e da extensão como método na relação com escolas públicas, partindo de uma concepção de Qualidade Negociada que, em conjunto com profissionais e comunidade, em cada escola, inicia processos deautoavaliação, com intencionalidade de transformação e com a possibilidade de desenvolvimento de novas relações dentro e fora da escola, reforçando a aprendizagem estratégica da competência coletiva dos atores sociais em prol da escola pública de qualidade social.
Considering discursive transitions in development education, we discuss the main findings of a qualitative study with practitioners in Portuguese development non-governmental organizations, based on semi-structured in-depth interviews. Our goal was to understand practitioners' accounts of their field of action and the discursive transition between development and (global) citizenship. The research provides new information about the Portuguese situation and contributes to the reconceptualization debate. The analysis reinforces the complexity of the field, connected to its focus on processes, and its highly organic, personal and multidimensional nature. It also depicts a nuanced understanding of terms and an increasing identification with global citizenship education as an umbrella term for practitioners' action and an alternative to the North–South and development narratives attributed to development education.
This paper makes an empirical contribution to the debate about the pluralism of global citizenship. This is considered a crucial aspect for research, not only because charity and social justice standpoints coexist, but also in the light of growing examples of neoliberal understandings about global citizenship education and the global citizen. Informed by critical and postcolonial thinking and with a special focus on Andreotti’s discursive orientations, this paper analyses discourses of practitioners of global citizenship education who work in development NGOs in Portugal. Findings suggest that humanist views are predominant, although intertwined with neoliberal and postcolonial perspectives. They also point to an archetypical vision of the global citizen and a prevalence of the responsible citizen-consumer as an agent of social change.
Resumo Em uma época em que se tornam avassaladoras as influências das avaliações externas de escolas sobre os sistemas nacionais de educação, a escola pública e a qualidade da educação, é premente ouvir um conceituado e autorizado investigador que defende a necessidade de investir crítica e implicadamente em processos de autoavaliação. John MacBeath, professor emérito da Universidade de Cambridge, e consultor de diversos organismos internacionais, designadamente, Organização para a Cooperação e Desenvolvimento Econômico (OCDE), Organização das Nações Unidas para a Educação, a Ciência e a Cultura (UNESCO) e Organização Internacional do Trabalho (OIT), tem vasta experiência de trabalho e pesquisa em avaliação de escolas e estudos sobre eficácia e melhoria da escola. Na entrevista, John MacBeath refere-se ao projeto europeu desenvolvido no quadro do Programa Sócrates, denominado Avaliação da qualidade na educação escolar, que levou à construção de um instrumento de autoavaliação, o Perfil de Autoavaliação da Escola (PAVE). A sua defesa da relevância e imprescindibilidade da autoavaliação reside na convicção de que qualquer avaliação tem de ser capaz de compreender a cultura da escola, escutar as vozes dos seus protagonistas – os pais, os alunos e os professores –, dar conta de consonâncias e de discordâncias, o que exige um tempo que um visitante/inspetor externo não tem. Para MacBeath, a escola apenas pode promover a sua melhoria a partir do seu interior, pelo trabalho reflexivo e crítico de todos os seus membros. Não menos importante é a sua referência aos efeitos que o Programa Internacional de Avaliação de Alunos (PISA) tem provocado, já que em vez de ajudar a diluir as distâncias entre os países, inspirou a competição e exacerbou as desigualdades, criando uma legião de alunos sem esperança.
