Abstract:The population ageing is the main population problem of Europe. Population development may infl uence the economy and the economy may retrospectively infl uence population development. The consequences of this process may appear with a delay of several decades and they may have an unfavourable infl uence on the functioning of the economy and the prosperity of individual European countries. In connection with this, the international migration is often brought up, mainly the question whether the migration can solve or at least lessen the ramifi cations connected with the decrease in the number of population itself and population ageing. The migration itself is rather wide and extensive and cannot be dwelled upon in great detail, ergo we pointed out some of the ground ideas in this article, especially those which are most commonly connected with the demographic migration.
Abstract:At present the majority of advanced countries are dealing with the problem of the ageing of the population. The Czech Republic is no exception. Demographic ageing is caused by the fact that mortality is dropping, especially infant mortality, and this expectation of life at birth. At the same time the birth rate is declining and subsequently total fertility rate drops below the preservation level of simple reproduction, which means that there are less children and more persons in particular in the older and oldest age-groups. It is very important to realise that the changes in the level of mortality bring with them positive impacts in lengthening of life expectancy on the one hand, but on the other hand, there is signifi cant demographic ageing of the population. In this contribution we would like to show how the life expectancy has developed in the Czech Republic in a historical context and how it might develop in the coming years. For professionals the application of the Lee-Carter method will certainly be interesting -this is a method commonly used in the world by demographers and actuaries for modelling the future development of mortality and it is also the basic method used for stochastic demographic projections.
Abstract:Migration of population has been a signifi cant feature of the international economy for a long time. It is an important source of income, foreign exchange and workforce for a large number of economies. The most studies dealing with the international migration consider it as effi cient instrument for developing countries, because infl ow of money (through remittances) has a positive impact on their economy. However, on the other hand, economically developed countries are threatened by outfl ow of money abroad. From this perspective, remittances may have negative consequences on the economy. This issue connected with remittances is very often neglected. The Czech Republic and most developed European countries are the immigration countries. It means that many foreigners come here because of work or study, especially from non-EU countries. The paper focuses on rarely discussed issues of migration standing on the border between demographics and economic statistics. It deals with positive and negative aspects of labour immigration with the specifi c focus on foreigners' behaviour -incomes, expenditures, savings and remittances. It is aimed to determine specifi c impact of migration and remittances on the economy of the Czech Republic.
ÚvodStárnutí obyvatelstva, tj. zvyšování podílu starších osob v populaci, je proces, který demografové pozorují již řadu desetiletí. V minulosti bylo jednou z hlavních příčin prodlužování střední délky života při narození především výrazné snižování úmrtnosti dětí. Od počátku 70. let minulého století však zaznamenáváme ve vyspělých zemích též snižování úmrtnosti a prodlužování délky života osob vyššího i vysokého věku. Zprvu to bylo vnímáno veskrze pozitivně, nevzbuzovalo to zvláštní pozornost, nevyvolávalo obavy. Spíše se začínaly objevovat pouze úvahy, jak delší život seniorů naplnit, jak jej učinit plnohodnotným, aby nešlo o pouhé přežívání. Teprve na počátku 90. let se začaly projevovat ekonomické důsledky výše zmíněného procesu -především růst ná kladů na sociální a zdravotní péči o staré osoby. To mělo pochopitelně za následek zvýšený zájem odborné i laické veřejnosti o problematiku stárnutí populace. V 90. letech se nebývale rozrostla literatura zabývající se touto tématikou a stár nutí populací se stalo jedním z velmi frekventovaných témat většiny (nejenom) demografi ckých konferencí. Od té doby se situace nijak výrazně nezměnila, stárnutí populací ekonomicky vyspě-lých zemí pokračuje. Z odborného pro blému se stále více stává též významný problém politický. Viz např. Koschin a kol. (2004).Z dosavadních demografi ckých analýz je zřejmé, že stárnutí populace bude dále pokračovat minimálně několik desetiletí. Abychom mohli uvažovat, jak by měla společnost adekvátně reagovat na ekonomické, sociální i jiné důsledky stárnutí naší populace, musíme mít především re la tivně přesnou představu, jak bude naše populace vypadat v budoucnu. Tu lze získat na základě demografi ckých prognóz a projekcí dalšího vývoje naší populace. Neméně důležitý je výběr a výpočet vhodných ukazatelů, které stárnutí populace a jeho ekonomické a sociální důsledky co nejpřesněji charakterizují.Pokusili jsme se proto danou problematiku objasnit na nejenom běžně používa-ných ukazatelích, které charakterizují socioekonomické důsledky stárnutí, ale také použít méně známé, ale vhodnější ukazatele pro hodnocení daného procesu stárnutí. Použili jsme index sociálního zatížení jako přesnější ukazatel a poukázali na změny, které lze očekávat do budoucna z pohledu vývoje obyvatelstva a stárnutí populace. Pro
Macroeconomic Impacts of the Expansion of Social Services for Ageing Population of the Czech Republic Czech society is ageing, and the availability of these services should be important part of social strategy for the Czech Republic. Thus, the development in this area is not optimal and much more attention should be put on. Increasing life expectancy cause not only higher demands on the pension systems but also higher demands on social services. This is emphasised by the slower increase of healthy life expectancy and therefore it can be assumed that more people in higher age will require more social services. The paper deals with the issue of the macroeconomic costs and benefits of satisfying the requirements for residential care activities, especially for homes for the elderly as one of the most important area of social care. The aim of the paper is to estimate overall direct and indirect macroeconomic effects for the Czech Republic at the level of the regions. The relation between demand and supply of residential care activities is illustrated for 2013. While some issues can simply be related to the Czech population as a whole, some estimates are presented at the regional level. Economic impacts on the gross domestic product, employment and government finance are estimated by the semi-dynamic input-output analysis. It is illustrated how the investments into social facilities are transformed into economic development with different regional scale.
