The purpose of this contribution is to evaluate the regulatory measures of the Czech central bank within the context of financial consumer protection aimed at slowing down the growth of the mortgage market by introducing new recommendations to restrict LTV limits and other indicators. Households are taking advantage of the availability of mortgage loans in an environment of economic growth and low unemployment. However, the growth in real estate prices raises fears of an increase in systemic risk caused by the developing gap between the growth of household indebtedness and the growth in real estate prices. The paper recapitulates the main factors of the growth rate of household indebtedness and the extent to which the adopted recommendations are effective.
Abstrakt:Příspěvek popisuje jednotlivé modely uspořádání finančního dohledu na finančním trhu a zhodnocuje jejich využití. Dohled v České republice prošel vlastním vývojem, díky kterému jsme byli svědky jak sektorového uspořádání finančního dohledu, tak jeho centralizace pod Českou národní banku, která v současné době deklaruje posun tohoto modelu do funkcionální roviny s důrazem na zachování a udržení stability finančního trhu. Pokrizové období zaznamenalo i mnoho změn v rámci celoevropského dohledu, které se projevily zejména vznikem nových dohledových institucí. Zhodnocení těchto změn je doplněno i samoregulatorními iniciativami jednotlivých účastníků finančního trhu s důrazem na poukázání na individuální potřeby klientů bank a finančních institucí. JEL klasifikace: E44, G18. ÚvodRegulace finančního trhu má své důvody a způsoby, jakými jednotlivé cíle dosahuje. Institucionální uspořádání dohledu finančního trhu rozděluje jednotlivé přístupy jak centrálních bank, tak regulujících institucí, které jsou buď v centralizovaném modelu, nebo sektorově dohlíží jednotlivá odvětví finančního trhu. Finanční krize poukázala na některé mezery v regulatorních opatřeních a donutila regulátory významněji reagovat, tak aby nedocházelo k opakování finanční krize. Do jisté míry je zřejmé, že krizím nelze zabránit a budou cyklicky ovlivňovat finanční trh, nicméně i přesto si všichni uvědomují, že rozsahem byla finanční krize, která odstartovala pádem americké banky Lehman Brothers v roce 2008 (Mishkin, 2011), jednou z největších a ovlivnila globální finanční systém. Příčiny nejen cyklického vývoje finančního trhu, ale také chybného investičního rozhodování bank s využitím sekuritizace aktiv mohou vyústit v dominový efekt, jehož negativní důsledky lze pozorovat například na modelu A. Schleifera a R. W. Vishnyho (2010). I to je důvod ke snaze o zavedení přísnějších regulatorních pravidel, aby příští krize nebyly tak rozsáhlé. Z hlediska velikosti a důležitosti patří finanční sektor v rámci ekonomiky mezi nejvýznamnější odvětví a z tohoto důvodu jeho fungování podléhá regulaci.
