Policy mix analysis has been applied in research on energy, climate, urban and transport policy, and more recently biodiversity conservation and ecosystem services. However, policy mix analysis has thus far been employed at a high conceptual level, focusing on describing interactions between instrument types. Policy mix analysis rarely describes instrument ‘structure’ or functional characteristics in a way that would answer the question ‘what constitutes an instrument’? We describe how the rules‐in‐use taxonomy of the Institutional Analysis and Development (IAD) framework, developed for research on common pool resource management, can be used to characterize conservation policy instrument interactions. We demonstrate the approach on the well‐known payments for ecosystem services (PES) program in Costa Rica and cross‐compliance policies, arguing that PES is a policy mix rather than a single economic instrument. Our analysis shows how design features of PES described in the economics literature map to ‘rules‐in‐use’ in the IAD framework. The framework provides a terminology for defining what constitutes institutional context, comparing economic, regulatory and information instruments, and studying their interactions. The rules‐in‐use taxonomy of IAD is a ‘structural’ diagnostic approach, which needs to be combined with other tools that analyse the role and ‘agency’ of actors, as part of integrative environmental governance research. The literature is increasing on how to prioritize climate-smart options with stakeholders but relatively few examples exist on how to co-design climate-smart farming systems with them, in particular with smallholder farmers. This article presents a methodological framework to co-design climate-smart farming systems with local stakeholders (farmers, scientists, NGOs) so that large-scale change can be achieved. This framework is based on the lessons learned during a research project conducted in Honduras and Colombia from 2015 to 2017. Seven phases are suggested to engage a process of co-conception of climate-smart farming systems that might enable implementation at scale: (1) "exploration of the initial situation," which identifies local stakeholders potentially interested in being involved in the process, existing farming systems, and specific constraints to the implementation of climate-smart agriculture (CSA); (2) "co-definition of an innovation platform," which defines the structure and the rules of functioning for a platform favoring the involvement of local stakeholders in the process; (3) "shared diagnosis," which defines the main challenges to be solved by the innovation platform; (4) "identification and ex ante assessment of new farming systems," which assess the potential performances of solutions prioritized by the members of the innovation platform under CSA pillars; (5) "experimentation," which tests the prioritized solutions on-farm; (6) "assessment of the co-design process of climate-smart farming systems," which validates the ability of the process to reach its initial objectives, particularly in terms of new farming systems but also in terms of capacity building; and (7) "definition of strategies for scaling up/out," which addresses the scaling of the co-design process. For each phase, specific tools or methodologies are used: focus groups, social network analysis, theory of change, life-cycle assessment, and on-farm experiments. Each phase is illustrated with results obtained in Colombia or Honduras.

This article assesses, from an institutional point of view, the performance of the Costa Rican Payment for Environmental Services Program (PESP) as a conservation tool focusing on its main modality: the forest protection. The PESP has had a low direct impact on the forest cover of the country but may have had an important indirect impact as it served as compensation for the prohibition of forested land uses change. This program appeared also quite competitive from the point of view of its costs before the institutional transformation that occurred in 2008. The PESP has also proved to be a very effective fundraising tool, but it has failed in the development of strong synergies with other institutions for forest protection and it has not supported the development of sustainable forest management. From a cosean perspective, a significant potential for improvement of the PESP cost-effectiveness exists on the short term through changes in the program's rules. However, these changes often deny the program's institutional nature and could jeopardize the program effects on the long term. A safer way to improve the PESP performance is to focus on strengthening its management and governance

Agriculture is both highly sensitive to climate change and a major global emitter of greenhouse gases (GHG). With growing international pressure to curb global emissions through the 2015 Paris Agreement and mounting climate change-related losses in agriculture, countries are in need of an increasingly robust agricultural policy framework. This paper takes an in-depth look at the agricultural sector in Viet Nam, contributing to a better understanding of the main bottlenecks in implementing the Paris Agreement, evaluating the relevance and impact of selected barriers for the implementation of current climate policies and their implications for nationally determined contribution (NDC) design. To address these questions, an exploratory mixed method approach was employed: (i) identifying and mapping key policies, (ii) reviewing global literature sources on barriers, (iii) conducting stakeholder interviews (n = 25), and (iv) follow-up quantitative surveys (n = 16). The interviews revealed numerous barriers within Viet Nam's institutional setting that acted to impede the creation and implementation of climate policy. As seen in other countries, insufficient inter-ministry collaboration and information sharing restricted the overall success of climate policy, with poor representation of non-lead ministries in drafting and inadequate channels for bottom-up engagement also considered major constraints. These coupled with gaps in financing make for fragmented policies that often lack clear implementation guidelines, particularly at a local level. The NDC process presents an opportunity for Viet Nam to coordinate their cross-sector climate response around a single international agreement, facilitating greater inter-ministry information and data sharing, while utilizing the technical and financial support provided through international partners to build capacity in this vital area.
