International reserves are very important for emerging economies, as they allow to buffer possible liquidity vulnerabilities within a countries' balance of payments. Consequently, the issue of how many reserves should each country hold is a relevant issue for economic policy. The literature has identified two different methodological approaches to deal with this issue, namely reserve optimality and reserve adequacy indicators, which are carefully reviewed in this paper to determine which is the most appropriate to guide policy decisions in the Colombian case. The indicator proposed by the IMF (2011) was adopted to find the adequate level that this country should hold by calibrating it with historical data for Colombia. This new conservative index suggests that the accumulated levels of reserves have been adequate in recent years and that only in very extreme scenarios there is room to acquire additional reserves. Finally, it is worth highlighting that the methodology developed in this article provides a complementary indicator to the existing ones in order to evaluate the international reserves levels that Colombia should accumulate to reduce its vulnerability to external shocks. En consecuencia, la cuestión de cuántas reservas debe acumular cada país es un tema relevante para la política económica. La literatura ha identificado dos enfoques metodológicos diferentes para hacer frente a este problema, a saber, nivelóptimo de reservas e indicadores de nivel adecuado, que son revisados cuidadosamente en este trabajo para determinar cuál es el más conveniente para orientar las decisiones de política en el caso Colombiano. Se adoptó el indicador propuesto por el FMI en 2011 para encontrar el nivel adecuado que se debe tener calibrando datos históricos para Colombia. Este nuevoíndice conservador sugiere que los niveles de acumulación de reservas han sido adecuados en losúltimos años y que sólo en casos muy extremos hay espacio para adquirir reservas adicionales. Porúltimo, cabe destacar que la metodología desarrollada en este trabajo es un complemento a las medidas ya existentes para evaluar los niveles de reservas internacionales que Colombia debe acumular con el fin de reducir su vulnerabilidad a los choques externos. ResumenUno de los principales motivos para acumular reservas internacionales es cubrir los egresos de la balanza de pagos ante una potencial escasez de divisas. Centrándose en el cubrimiento de los egresos por importaciones, se determina la composición cambiaria que mejor preserva el poder adquisitivo de las reservas en términos de una canasta de bienes importados ante variaciones en los tipos de cambio. Para esto, mediante el uso de modelos autorregresivos de tipo estructural, se considera el Exchange Rate Pass-Through de diversos tipos de cambio a los precios de los bienes importados, derivado de diferentes tipos de perturbaciones. Con los resultados de las estimaciones se realiza un ejercicio de aplicación para obtener una composición cambiariá optima de las reservas internacionales para Colombia según el enfoque tomado en este trabajo. Se resalta la preeminencia del dólar estadounidense y la importancia de mantener un portafolio diversificado. AbstractOne of the main reasons for accumulating international reserves is to cover balance of payments expenses against a potential foreign exchange shortage. Focusing on the coverage of import expenses, the currency composition that best preserves reserves' purchasing power in terms of a basket of imported goods against changes in exchange rates is determined. By using structural autoregressive models we consider the Exchange Rate Pass-Through of different exchange rates to prices of imported goods, derived from different types of disturbances. The estimates' results are applied in an exercise in which a optimum currency composition for Colombian international reserves accoding to this paper's focus is established, highlighting the preeminence of the U.S. dollar and the importance of maintaining a diversified portfolio. This document explores an alternative strategic asset allocation framework for foreign exchange reserves, whose main purpose is to maximize the risk-adjusted returns maintaining the objectives of liquidity and safety of a foreign reserves' portfolio. The overall portfolio can be fragmented into two tranches. On the one hand the Safety Tranche is comprised of liquid, almost default-free and low volatile assets, where the financial goals of safety and liquidity are met. On the other hand, the Wealth Tranche aims to maximize the return with a broader range in the asset space and a longer investment horizon. It is found that through this framework both the historical and forward looking performance of an aggregate portfolio is improved, while maintaining the safety and liquidity needs of a traditional foreign exchange reserves portfolio.JEL classification: E58, G11, C61, F30 , who provided valuable comments and suggestions. Por un lado el Tramo de Seguridad que se compone de activos líquidos, casi libres de riesgo de no pago y de baja volatilidad, con el cual los objetivos financieros de seguridad y liquidez son logrados. Por otro lado, el Tramo de Riqueza que tiene como objetivo maximizar el retorno con una gama más amplia de activos admisibles y un horizonte de inversión más largo.
