Durante el ciclo económico de recuperación poscrisis 2001, en Santa Fe tiene lugar un desarrollo intenso de la edificación en altura en el núcleo urbano central. Este proceso denominado verticalización está promovido por dicho ciclo económico, pero en convergencia con una condición local del desarrollo de la estructura urbana, caracterizada por un centro escasamente denso y una expansión ocupada sin una red de comunicación eficiente. El artículo caracteriza el desarrollo del mercado inmobiliario en Santa Fe desde 2001 y sus impactos en la dinámica urbana del tejido central a partir de tres cuestiones: los cambios morfológicos, la emergencia de nuevos conflictos y actores sobre la edificación y la generación de nuevos instrumentos de regulación urbana. Estas tres cuestiones alterarán el significado del edifico en altura y sus efectos: de indicador de progreso a elemento que degrada el patrimonio y uso de sectores urbanos.
La correlación entre ciclo de infraestructuras y proceso urbano abre un campo de trabajo para ponderar los actuales cambios y recientes intervenciones realizadas en muchas ciudades, donde se efectuaron operaciones de reciclaje de instalaciones ferroviarias y portuarias. Tal es el caso de Santa Fe, donde a partir del análisis de cómo se ha transformado su infraestructura ferro-portuaria pueden explorarse nuevos interrogantes y desentrañarse tendencias de los procesos contemporáneos en curso. Evaluadas las operaciones en conjunto, trascendiendo los análisis por separado de proyectos urbanos, emerge críticamente cómo las instalaciones se abren selectivamente conservando grados de enclave en su configuración, o permanecen en un estado de abandono sin acciones que impliquen su reconversión. Aun con algunas alternativas más equilibradas entre ambos extremos, estas situaciones confluyen en la aceleración de procesos de fragmentación social y urbana que forman parte de los procesos de construcción de la ciudad contemporánea.
