Esta investigación busca describir y explicar el carácter de la política exterior del Perú hacia China durante inicios del siglo XXI. Desde una perspectiva histórica centrada en el rol de factores internos, el análisis identifica los principales actores gubernamentales y no estatales que moldean la relación sino-peruana en tres dimensiones principales: política/diplomática, económica/comercial y militar/estratégica. Además, el artículo muestra cómo estos aspectos se interrelacionan entre sí para dar forma a la estructura y el proceso político detrás de la adaptación del Perú ante el ascenso de China. El estudio finaliza con una reflexión sobre los beneficios y las vulnerabilidades de mantener una aproximación pragmática con China. En ese sentido, el balance final reconoce que una de las virtudes del pragmatismo es la construcción de una política exterior flexible, capaz de diversificar alianzas con múltiples grandes potencias. Sin embargo, también advierte la necesidad de comprender cómo se construyen los intereses nacionales del Perú frente a China, pues la cercanía pragmática puede encubrir una actitud internacional aquiescente.
Los estudios de regionalismo han desestimado indagaciones que analicen la Alianza del Pacífico (AP) en el ámbito de la seguridad. Este artículo busca comprender el rol de las ideas de seguridad en el grado de alineamiento de las políticas exteriores de los países de la ap con Estados Unidos (ee. uu.). Esta investigación emplea una perspectiva ecléctica que combina aportes del constructivismo y del realismo y aplica una metodología cualitativa que complementa el rastreo de procesos históricos con el análisis temático de discursos presidenciales y libros blancos de defensa. Los hallazgos sugieren que los miembros de la ap han demarcado un patrón común de conducta frente a las acciones en materia de seguridad internacional propuestas por Washington en el Consejo de Seguridad de las Naciones Unidas (ONU). Entre los factores que explican este comportamiento se encuentran trayectorias dependientes de cooperación en seguridad con ee. uu. y nociones compartidas de amenaza internacional.
Las consecuencias del coronavirus son de distinto orden. En este libro se consideran algunas de las que afectan el orden mundial, el cual tendrá diversos impactos en la pospandemia. La pandemia de COVID-19 no ha sido la primera ni tampoco será la última, en un mundo en el que la humanidad no ha sabido guardar la debida relación con la naturaleza y con el planeta. Se ha reaccionado con interpretaciones variadas sobre el coronavirus, algunas racionales y otras disparatadas que incorporan teorías lineales y hasta conspirativas. Hay visiones que invitan a pensar en el futuro en derivas autoritarias innecesarias frente a las del respeto de las libertades individuales democráticas, en un clima de generalización de sistemas de vigilancia y de tecnologías digitales de control lideradas por China, pero utilizadas también por algunos Gobiernos en Occidente. El comportamiento chino se ofrece como modelo para el mundo, lo cual plantea disyuntivas para países latinoamericanos de alineamientos diferentes frente al nuevo poder y el alineamiento tradicional con Estados Unidos. Este entorno ofrece la posibilidad de pensar en un régimen político mundial fundamentado en experiencias maquiavelianas, pero sin descuidar el trasfondo político de un terrorismo siempre activo y vigente y de los fuertes cambios en el entorno geoeconómico con el acortamiento de las cadenas globales de valor en su espacialidad transcontinental.
