The system of co-management and co-administration of public services known as governance has been widely discussed in terms of its dimensions, but so far, no analysis of the process has been established. This is the case of the relationship between governance and elections. It is in the electoral contest where the conflict between the parties begins due to the preferences, intentions to vote and votes of the electorate. The rulers propose increases in rates for those who can pay them, but suggest subsidies and forgiveness for vulnerable sectors. The differences between the rulers and the ruled reveal a governance expected by the parties involved. The objective of this work has been to confirm the factorial structure reported in the literature. Two studies, one exploratory and one confirmatory, were conducted during the 2021 elections in the context of the Mexico City pandemic. The factorial structure of the Expected Governance Scale of Carreón (2020) was established, establishing three factors: expected resolution, perceptions of agreements and expectations of responsibilities, although the research design limited the findings to the analysis sample, suggesting the extension of the model to other moderating factors such as leadership.
El objetivo del presente trabajo fue especificar un modelo para el estudio de las actitudes hacia los efectos de la pandemia sobre el medio ambiente. Se realizó un trabajo exploratorio, transversal y correlacional con 100 estudiantes, considerando su confinamiento y uso intensivo de tecnologías, dispositivos y redes electrónicas. Se encontró una estructura factorial de tres componentes; afectivo, cognitivo e intencional con siete indicadores cada uno sumando un total de 21 la cual explicó el 35% de la varianza total, aunque el diseño de la investigación limitó los resultados al escenario del estudio, sugiriendo la extensión del trabajo hacia la contrastación del modelo propuesto.
<p>Introducción: la administración de seguridad pública supone la instrumentación de políticas públicas que justifican la rectoría del Estado en la prevención del delito y la impartición de justicia. Sin embargo, la desconfianza ciudadana hacia la acción gubernamental se evidencia por una creciente percepción de inseguridad reportada por la literatura en siete dimensiones: territorial, nacional, pública, humana, ciudadana, privada e internauta. Objetivo: establecer la confiabilidad y la validez de un instrumento que mide la percepción de seguridad territorial, nacional, pública, humana, ciudadana, privada e internauta. Método: estudio no experimental, transversal y exploratorio con una selección no probabilística de 320 estudiantes de una universidad pública. Resultados: la confiabilidad de la escala general (alfa = 0,793) y de las subescalas territorial (alfa = 0,792), nacional (alfa = 0,709), pública (alfa = 0,785), humana (alfa = 0,782), ciudadana (alfa = 0,792), privada (alfa = 0,794) e internauta (alfa = 0,731) evidencian una consistencia interna suficiente. El factor de seguridad territorial explicó el 22% de la varianza total. A partir de<br />parámetros de ajuste y residual ⌠χ2 = 135,34 (32gl) p = 0,054; GFI = 0,995; CFI = 0,990; RMSEA = 0,003⌡, se aceptó la hipótesis nula de relación significativa entre las dimensiones de seguridad teóricas con respecto a los factores ponderados. Conclusiones: la inclusión y medición de una dimensión de percepción de autocontrol que correlacionaría negativa y significativamente con la percepción de seguridad territorial explicaría la estructura factorial de la escala. Tal modelo se estimaría con un análisis factorial confirmatorio con mínimos cuadrados no ponderados.</p>
The objective of this study was to corroborate the dimensions of ecocentric governance: conflict between authorities and users, negotiation and agreement between the parties, and co-responsible self-regulation between the rulers and the ruled regarding energy and water resources and services. An exploratory, cross-sectional and psychometric study was carried out with a non-probabilistic selection of 100 officials and electricity and water service users. This study used the governance inventory, and the three preponderant factors were obtained: conflict, negotiation-consensus, and self-regulation-co-responsibility. The three factors refer to governance oriented towards resource conservation concerning the literature consulted. The third factor of self-regulation and co-responsibility suggests policies oriented toward the availability of energy and water resources. Empirical testing of the model in a scenario and a sample exposed to resource scarcity is recommended.
