BackgroundPeru has a concentrated HIV epidemic with an estimated 76,000 people living with HIV (PLHIV). Access to highly active antiretroviral therapy (HAART) expanded between 2004-2006 and the Peruvian National Institute of Health was named by the Ministry of Health as the institution responsible for carrying out testing to monitor the effectiveness of HAART. However, a national public health laboratory information system did not exist. We describe the design and implementation of an e-health driven, web-based laboratory information system - NETLAB - to communicate laboratory results for monitoring HAART to laboratory personnel, health providers and PLHIV.MethodsWe carried out a needs assessment of the existing public health laboratory system, which included the generation and subsequent review of flowcharts of laboratory testing processes to generate better, more efficient streamlined processes, improving them and eliminating duplications. Next, we designed NETLAB as a modular system, integrating key security functions. The system was implemented and evaluated.ResultsThe three main components of the NETLAB system, registration, reporting and education, began operating in early 2007. The number of PLHIV with recorded CD4 counts and viral loads increased by 1.5 times, to reach 18,907. Publication of test results with NETLAB took an average of 1 day, compared to a pre-NETLAB average of 60 days. NETLAB reached 2,037 users, including 944 PLHIV and 1,093 health providers, during its first year and a half. The percentage of overall PLHIV and health providers who were aware of NETLAB and had a NETLAB password has also increased substantially.ConclusionNETLAB is an effective laboratory management tool since it is directly integrated into the national laboratory system and streamlined existing processes at the local, regional and national levels. The system also represents the best possible source of timely laboratory information for health providers and PLHIV, allowing patients to access their own results and other helpful information about their health, extending the scope of HIV treatment beyond the health facility and providing a model for other countries to follow. The NETLAB system now includes 100 diseases of public health importance for which the Peruvian National Institute of Health and the network of public health laboratories provide testing and results.

High‐resolution topographic models have revolutionized monitoring of river changes by comparing sequential river topographic surveys (i.e. change detection). Nevertheless, much more may be obtained from this innovative quantification of changes. In this paper, we enhance the interpretation of geomorphic processes by presenting a new method for understanding of sources and sinks of sediment, river sediment transfers and functional sediment connectivity. Repeat digital elevation models (DEMs) obtained by photogrammetry were used to quantify topographic change after two floods by creating a DEM of difference (DoD) of a 6.5 km‐long reach of Rambla de la Viuda stream, an ephemeral gravel‐bed river in eastern Spain. The proposed method involved dividing the channel into 10 m‐long longitudinal strips that were used to systematically draw boundaries between the erosional and depositional areas of the DoD. The analysis objectively: (i) drew a series of erosional and depositional segments, from 120 to 1360 m in length; (ii) estimated ranges of source‐to‐storage sediment transport distances, 320–670 m in the upstream and middle reaches and up to 2030 m in the lower reach; and (iii) obtained values of functional connectivity (i.e. the ratio between the sediment exported (erosion) and retained (deposition), ranging from 103 to 10−3). The variability in these three parameters along the river was found to be related to the level of channel disturbance by in‐stream mining during the 1990s and 2000s. Additionally, this method indicates that the main process responsible for self‐adjustment of the present morphosedimentary conditions is intra‐reach erosion of banks and channel beds. Thus, this study proposes a new methodology to characterize morphological change, sediment transfer and connectivity that may serve as environmental indicators of the hydromorphological integrity of rivers with potential application to the European Water Framework Directive. © 2019 John Wiley & Sons, Ltd.

One of the most important types of applications currently being used to share knowledge across the Internet are social networks. In addition to their use in social, professional and organizational spheres, social networks are also frequently utilized by researchers in the social sciences, particularly in anthropology and social psychology. In order to obtain information related to a particular social network, analytical techniques are employed to represent the network as a graph, where each node is a distinct member of the network and each edge is a particular type of relationship between members including, for example, kinship or friendship. This article presents a proposal for the efficient solution to one of the most frequently requested services on social networks; namely, taking different types of relationships into account in order to locate a particular member of the network. The solution is based on a biologically-inspired modification of the ant colony optimization algorithm.

The focus of this paper is the calculation of similarity between two concepts from an ontology for a Human-Like Interaction system. In order to facilitate this calculation, a similarity function is proposed based on five dimensions (sort, compositional, essential, restrictive and descriptive) constituting the structure of ontological knowledge. The paper includes a proposal for computing a similarity function for each dimension of knowledge. Later on, the similarity values obtained are weighted and aggregated to obtain a global similarity measure. In order to calculate those weights associated to each dimension, four training methods have been proposed. The training methods differ in the element to fit: the user, concepts or pairs of concepts, and a hybrid approach. For evaluating the proposal, the knowledge base was fed from WordNet and extended by using a knowledge editing toolkit (Cognos). The evaluation of the proposal is carried out through the comparison of system responses with those given by human test subjects, both providing a measure of the soundness of the procedure and revealing ways in which the proposal may be improved.
