El fin de la Guerra Fría permitió posicionar en el escenario mundial, la necesidad de solucionar los conflictos internos en distintos continentes. En consecuencia, surgieron las primeras experiencias de Desarme, Desmovilización y Reintegración (DDR) basándose en la estabilización de los países en términos de seguridad, que en algunos casos, tuvieron en cuenta aspectos como el derecho de las víctimas a la verdad. Sin embargo, en los últimos años ha emergido una preocupación frente a la articulación de procesos de DDR y comisiones de la verdad, pues la experiencia ha demostrado gran dificultad para coordinar el desarrollo y objetivos de dichos procesos. Así pues, esta investigación realiza un análisis comparativo enfocado en casos no emblemáticos de comisiones de verdad, pero sí de DDR, como los son Namibia, el Congo, Indonesia y Colombia, con el fin de analizar el impacto de los procesos robustos de Desarme, Desmovilización y Reintegración en procesos de comisiones de verdad.
El clientelismo ha sido considerado como una de las principales formas de intermediación política en Colombia. Esta relación ha sido considerada como negativa para la democracia, mientras que otras investigaciones han señalado el papel que el clientelismo ha jugado en la articulación a la política de sectores marginales, así como la provisión de servicios y bienes en contextos donde la institucionalidad es precaria. A partir de esta tensión, en este artículo se retoman algunas de las principales investigaciones en este tema para analizar la forma en que el clientelismo ha sido abordado teórica, conceptual y metodológicamente en Colombia y a nivel internacional. Con base en este ejercicio se encuentra que el clientelismo ha sido estudiado desde perspectivas teóricas estructuralistas, contextuales y, relacionistas, asimismo que la mayoría de análisis tienen una fuerte connotación normativa que incide en la forma en la cual se analiza este fenómeno y que no se ha prestado suficiente atención a la forma en que los clientes entienden pragmática y simbólicamente esta relación de intercambio.
El objetivo de este artículo es presentar los patrones y las tendencias en el proceso de apoyo de la Agencia para la Reincorporación y la Normalización (ARN) a las propuestas de investigaciones de la comunidad científica sobre reintegración y reincorporación de excombatientes en Colombia. La ARN ha sido, durante 15 años, la entidad del Estado encargada de apoyar a los excombatientes de grupos armados ilegales a su reintegración y reincorporación a la vida civil en Colombia. En este camino se ha reconocido que la construcción de redes de conocimiento con otras entidades y actores es fundamental para fortalecer los procesos de diseño, implementación, evaluación y mejora de las políticas públicas a cargo de la ARN. Ello produjo que desde el año 2008 hasta 2019 se estudiaran formalmente 305 propuestas de investigaciones de universidades, investigadores, profesores y estudiantes tanto nacionales como de otros países. De ellas, 160 han contado con el apoyo de la ARN. Esta investigación muestra los principales actores que se dedican a la investigación (entre universidades internacionales y nacionales), los grados de especialización en los estudios, los temas más relevantes, así como las metodologías más utilizadas en los estudios sobre reintegración y reincorporación de excombatientes. Para ello se utiliza una metodología cuantitativa de carácter descriptivo y longitudinal sobre la base de datos de apoyo a investigaciones externas de la ARN, y se resaltan aspectos relevantes en profundidad mediante el análisis cualitativo de entrevistas realizadas a funcionarios nacionales y regionales de la ARN.
The authors propose a working definition of stigmatization towards ex-combatants from organized armed groups outside the law in Colombia's internal conflict and empirically validate a questionnaire to assess stigmatization. First, they offer a brief review of different concepts of stigmatization, mainly stemming from psychology and sociology. Second, based on the previous review, they will offer a specific definition of stigmatization directed towards ex-combatants in the Colombian internal conflict. This definition encompasses social distance, label attribution, and emotional reactions towards the stigmatized group. Further, they present the validated scale to measure these attitudes in a non-representative sample of 289 people in 34 Colombian counties. Finally, they describe the psychometric properties of this scale as a way to measure stigmatization against ex-combatants in the Colombian internal conflict to be used in interventions aimed at attenuating this stigmatization and favoring their return to civilian society.
